PROVINCIAL RECONSTRUCTION TEAM LIAISON, AFGHANISTAN

Job Description:
ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest from highly qualified candidates for a Provincial Reconstruction Team (PRT) Liaison in Afghanistan. This is a full time position with the Afghanistan Local Governance and Community Development (LGCD) project, and requires residence in Kabul, Afghanistan as well as frequent field travel throughout the north and west of the country.
The PRT Liaison serves as the project’s primary point of contact for USAID Field Program Officers (FPO’s) based in the PRT’s of the project’s target regions, as well as other development advisors (DEVAD’s) associated with the Provincial Reconstruction Teams. Working with Regional Managers, the PRT Liaison provides a dedicated link for USAID FPO’s and DEVAD’s to interact with the project regarding proposed and on-going initiatives to ensure that LGCD is immediately responsive to adjustments in PRT objectives or changes in the operating environment during the full life cycle of project activities.
Responsibilities include:
-- Work closely with selected PRTs and the resident FPOs to ensure PRTs’ programmatic needs are identified and addressed;
-- Advise USAID/FPO’s on the strategic use of LGCD/NW resources and facilitate recruitment and deployment of available consultants or contractors for identified activities;
-- Advise LGCD/NW and PRTs on strategic and operational implications of LGCD/NW and coordinate with FPOs and provincial authorities to identify and develop feasible LGCD/NW activities within the PRT operations framework;
-- Analyze civil-military relations and consistency between development and military objectives in selected project zones;
-- Work with LGCD/NW staff and PRT’s to develop appropriate strategies for relevant LGCD/NW components in priority provinces and districts of targeted areas;
-- Work with USAID/FPO’s to monitor on-going activities and respond to program implementation needs during the life of LGCD/NW project activities;
-- Perform other LGCD/NW program tasks as assigned by the COP or designee.
Job Requirements:
Required qualifications include:
-- Previous experience in USAID funded emergency assistance projects with a focus on social infrastructure initiatives;
-- Experience with Provincial Reconstruction Teams in Afghanistan or Iraq;
-- Previous management experience with civil military operations or military field operations;
-- Previous experience in managing the mobilization and oversight of complex projects in developing and conflict prone countries;
-- Proven ability to lead and motivate multi-disciplinary teams under complex conditions providing technical guidance to the overall program components;
-- Demonstrated ability to think strategically and transmit vision to partners and colleagues;
-- Previous experience in Afghanistan preferred;
-- Masters degree or equivalent in relevant field and 8 to 10 years of experience;
-- English 4/4 required;
-- US citizenship is required.
