REGIONAL MANAGERS: MAZAR-E-SHARIF AND KABUL, AFGHANISTAN

Job Description:
ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest from highly qualified candidates for the position of Regional Manager to serve as part of the USAID-funded Local Governance and Community Development Project (LGCD). The Regional Manager (RM) will be responsible for the overall planning and management of the LGCD in the region and provinces assigned. The RM will work with the Local Governance, Community Development (CD), and Local Stability Initiative (LSI) components of the program to develop regional and provincial plans, and then implement the training, infrastructure, community projects, grants, and other program activities associated with the plan.
Specifically, the Regional Manager will be responsible for the following:
-- Work with provincial and district government officials, community leaders and shuras, NGO partners, PRTs, USAID Field Program Officers (FPOs), ARD’s Development Coordinators, and others in order to assure collaboration among stakeholders and arrive at a coordinated set of projects based on strengths and opportunities, as well as on USAID priorities to reach and assist unstable districts;
-- Review and recommend project concepts, project descriptions, grants, and proposed contracts and procurements; the Regional Manager will have responsibility and authority for the substance of LGCD projects, as well as substantive support from the technical components, contracts, grants, and procurement in Kabul;
-- Supervise field staff in their oversight of projects, contracts, grants and finance;
-- Work closely with the Procurement and Grants unit in Kabul during sub-project development and implementation to ensure that the procurement and grants- making documentation requirements and standards are properly adhered to;
-- Review and confirm the required program reporting elements; assure that reporting requirements are met;
-- Oversee the delivery, monitoring, reporting, and results of projects, contracts, and grants;
-- Assist field staff in problem resolution, as necessary;
-- Oversee and manage the administrative, finance, and logistics resources and requirements available through the regional offices and allocate them effectively in support of the program’s objectives and needs in the field.
Job Requirements:
Required qualifications:
--Previous management experience with USAID projects in Afghanistan or similar environments required;
--University Degree in relevant area (i.e. community development, international development, management, intercultural communication and leadership, etc.)
--Ability to work with, coordinate, and manage multi-disciplinary/multi-cultural teams.
--Ability to write sound technical reports, conceptualize project design and implementation strategy;
--Fluent oral and written English skills are required.
