Job Description:

ARD, Inc. (http://www.ardinc.com) is recruiting a qualified Structural Engineer to provide design oversight and management for community-based small infrastructure projects for its Local Governance and Community Development Project (LGCD). The LGCD is headquartered in Kabul and targets underserved communities in north and west Afghanistan. The Structural Engineer position reports to the Senior Civil Engineering Advisor and will provide engineering design and project management oversight for the construction of district government centers in targeted areas of Afghanistan.

Responsibilities: --Review structural design and structural analysis submissions of ARD subcontractors; --Lead LGCD program staff in designing and implementing vertical construction projects according to ARD and USAID standards; --Collaborate with the technical team and cooperating partners in the review of proposals, site plans, designs, budgets, and bills of quantities for many concurrent small-scale infrastructure projects; --Ensure that structural considerations are reflected in quality assurance/quality control plans for all infrastructure projects; --Provide training and mentoring in structural design considerations for implementing partners, design subcontractors, staff engineers; --Ensure due diligence in structural design in the execution of all projects; --Support regional engineering staff in technical issues, including travel to regional offices; --Maintain organized files (electronic and hard copy) containing all pertinent design documentation for all small-scale infrastructure projects; --Perform other tasks assigned by the Senior Engineering Advisor.

Job Requirements:

Required qualifications: --Bachelor of Science or equivalent from accredited college or university; --Previous experience with engineering design and structural analysis for small-scale public building projects in developing countries; --Knowledge of applicable codes and standards, including wind and seismic loading; --Ability to write technical reviews of construction project plans and specifications for compliance with code, design guidelines, and engineering practice; --Previous experience with USAID projects in Afghanistan or similar environments preferred; --Fluent oral and written English skills are required.
