Job Description:

ARD, Inc. (http://www.ardinc.com) is recruiting a qualified Construction Manager/Quality Assurance Engineer to provide project management and construction oversight for community-based renewable energy projects for its Local Governance and Community Development Project (LGCD). LGCD is headquartered in Kabul and targets underserved communities in north and west Afghanistan. The Construction Manager/ Quality Assurance Engineer is based in Mazar-e Sherif, Afghanistan and reports to the Regional Manager, Mazar. He/she will provide project implementation oversight for small-scale infrastructure projects in targeted areas of Afghanistan.

Responsibilities: --Manage construction monitoring and oversight workstream that includes many concurrent small-scale projects, with daily oversight by field engineers and oversight contractors; --Work with project beneficiaries, implementing partners, local government engineers, and building contractors to prepare and implement quality assurance/quality control plans for all infrastructure projects; --Provide training and mentoring in construction quality assurance for implementing partners, design subcontractors, staff and field engineers; --Support regional and headquarters engineering staff in technical issues of construction oversight and quality assurance; --Maintain organized files (electronic and hard copy) containing all pertinent construction oversight documentation for all construction projects.

Job Requirements:

Required qualifications: --Bachelor of Science or equivalent from accredited college or university; --Extensive previous experience with small-scale public building or community-based construction projects in developing countries; --Ability to write technical reviews of subcontractor quality control plans and construction specifications for compliance with code, design guidelines, and engineering practice; --Previous experience with USAID projects in Afghanistan or similar environments preferred; --Fluent oral and written English skills are required.
