Job Description:

ARD, Inc. (http://www.ardinc.com) is recruiting a qualified Energy Engineer to provide design oversight and project management for community-based renewable energy projects for its Local Governance and Community Development Project (LGCD). LGCD is headquartered in Kabul and targets underserved communities in north and west Afghanistan. The Energy Engineer is based in Herat, Afghanistan and reports to the Regional Manager, Herat. He/she will provide engineering design, technical specifications and project implementation oversight for the design and procurement of renewable energy installations, including wind, solar and micro-hydro power, for public buildings and communities in targeted areas of Afghanistan.

Responsibilities: --Assess technical feasibility of sustainable, renewable energy installations for public buildings in Afghanistan, including, but not limited to wind, solar and micro-hydro power installations --Lead LGCD program staff in designing and implementing sustainable, renewable energy projects according to ARD and USAID standards; --Prepare statements of work for procurement office to solicit subcontractors to design and/or install renewable energy installations --Collaborate with the technical team and implementing partners in the review of proposals, site plans, designs, budgets, and bills of quantities for many concurrent small-scale infrastructure projects; --Provide training and mentoring in renewable energy considerations for implementing partners, design subcontractors, staff engineers; --Assure construction quality and proper installation of all renewable energy projects; --Support regional and headquarters engineering staff in technical issues of energy installation; --Maintain organized files (electronic and hard copy) containing all pertinent design documentation and technical specifications for all renewable energy projects.

Job Requirements:

Required qualifications: --Bachelor of Science or equivalent from accredited college or university; --Ability to write technical reviews of renewable energy project plans and specifications for compliance with code, design guidelines, and engineering practice; --Previous experience with renewable energy (photovoltaic and/or wind energy preferred) installation design and specification for small-scale public building or community projects in developing countries; --Knowledge of regional suppliers and contractors preferred; --Previous experience with USAID projects in Afghanistan or similar environments preferred; --Fluent oral and written English skills are required.
