Our client is a leading global engineering, construction and services company. They support the energy, petrochemicals, government services and civil infrastructure sectors on 6 continents, servicing their customers through six diverse business units – Government and Infrastructure, Services, Upstream, Technology, Downstream and Ventures. They offer challenging assignments on some of the worlds largest and most complex projects and are currently seeking a Bids and Proposal Manager to be based at their UK Head Office in Surrey.


The following narrative shows the main tasks to be performed, but this role is capable of expansion so that the successful candidate will have exposure to many areas of our clients business, dependent upon business needs, candidate aptitude and career preference.


The role of Bids and Proposal Manager (Government and Infrastructure) is a key member of the Bids and Proposal Department and is responsible for supporting the Head of Bids and Proposal in ensuring that our client continues to deliver some of the industries highest quality bid documentation. The Proposal Manager forms part of the management team for all of our clients pursuits and is expected to work closely with Sales and Operations in ensuring they offer creative, client focused, and commercially astute proposals.


The Bids and Proposal Manager will lead smaller/medium sized proposal and pre-qualifications and support Operations Managers and Business Development Managers on major and super major pursuits.


The Bids and Proposal Manager is responsible for leading proposal team start up activities, proposal planning effort and co-ordination of proposal team efforts, ensuring adherence to sales and marketing procedure and ensuring implementation of sales and marketing toolset.
You will ensure all proposals are responsive to invitation to tender documents, develop bid budgets with Business Development Managers, producing, coordinating and developing win themes and strategies.
You will act as author for individuals sections of bids or (for smaller bids) the whole bid, conducting reviews of bids prior to submission.
You will support Business Development / Operations Managers in developing the commercial aspects of the bid, assist senior management on other sales and marketing activities and stand in for the Head of Bids and Proposal in their absence.

Job Requirements:

Knowledge and Skills:


The successful candidate will be an undergraduate degree (or equivalent) in engineering, science or similar discipline with extensive combined experience (operations, engineering, construction or sales) in the engineering, construction and services business environment and the contracting strategies.


You should be accomplished in all aspects of bids and proposals procedures.


Experience in the civil infrastructure or defence services markets would be advantageous. Chartership or member of equivalent professional body would also be favorable.


You should possess excellent interpersonal skills with the ability to build relationships easily, have a high degree of self motivation and professionalism, have the ability to work both autonomously and as part of a matrix team.
