 Senior Buyer/Procurement Representative
Job Location: Baghdad, Iraq
Job Description:
Receives and reviews purchase requisitions for clarity, compliance, detail, completeness, and obtains additional information considered necessary.
Compiles lists of sources of procurement, to develop requests for information, quotations, proposals and invitations to bid and interviews potential suppliers.
Review and perform analysis of responses to solicitations, to include price comparison, conformity to Statement of Work, delivery terms, payment terms, and other terms and conditions of the procurement.
Proposes to requestor comparable product substitutions consistent with the requirements to achieve cost savings.
Negotiate with suppliers to achieve the best total value procurement.
Extracts and compiles data contained in quotations/proposals/bids to determine which supplier can deliver at best possible terms for the Organization with due consideration to quality, delivery time, prompt payment and other discounts, shipping costs and other factors.
Develops Purchase Orders in final form for approval and signature.
Prepares and maintains a complete Purchase Order file in accordance with written guidelines and defined processed to support the complete procurement cycle.
Maintains contacts with vendors/suppliers to ensure proper adherence to the terms and conditions outlined in the Purchase Order and associated terms and conditions.
Resolves discrepancies between purchase orders and receipt documents and invoices.
Review and Approve invoices to be forwarded to the Accounting department for payment.
Prepare and maintain Purchase Order Files, Purchase Order logs and multiple reports directly related to the procurement status.
Respond to Supplier inquiries, maintain open line of communication with requestor, and provide status to Management on all assigned procurement activity.
Job Requirements:
BA/BS in Business or Materials Management or a related discipline or equivalent experience.
2 years of progressive procurement of materials in government contracting environment.
Knowledge of procurement principles and processes.
Proficiency in the use of software applications (word, excel and database, internet and electronic mail) and Solomon/Dynamics (purchasing module) a plus.
Must be willing to travel to various project sites.
Exercise good judgment in safeguarding confidential or sensitive information and adhere to high standards of confidentiality and honesty.
Plan, organize, prioritize and perform multiple tasks to perform job functions in an orderly, efficient manner.
Work independently with minimal supervision.
Review, proofread, and verify forms and financial documents for accuracy in calculation, coding, and adherence to policies and procedures.
Identify problems, analyze alternatives, and develop viable recommendations.
Read, comprehend and interpret written materials of moderate to complex difficulty.
Compose written materials of moderate to complex difficulty on procurement-related issues.
Establish and maintain effective working relationships with those contacted in the course of assignment.
Communicate in a group environment in order to conduct pre-bid conferences.
Perform detailed contractual and financial work with a high degree of accuracy.
