979 - Procurement Manager

Job Description:

Our client offers an array of professional services globally in the areas of civil, structural, mechanical, electrical, and environmental engineering; program management planning; environmental sciences; cultural resources; information services; economics; and construction management and support. They have offices throughout the United States and in over 60 other countries, including England, France, India, Japan, Peru, the Philippines, Romania, Thailand, and Turkey.
They are currently seeking a Procurement Manager to assist the Contracts and Procurement department in their USAID funded infrastructure engineering project in Afghanistan. The position is for one year with the possibility of an extension.
The successful candidate will serve as the Procurement Manager and will have direct management responsibility for the Procurement of Goods and Commodities in accordance with US Government Procurement Procedures (FAR, AIDAR, etc.) and the IRP Policies and Procedures Manual.
You will exercise supervisory responsibility over the resident CCN (Cooperating Country National) staff and TCN (Third Country National) Staff.
You will be responsible for preparing all requests for quotations (RFQs) and purchase order agreements contracts, directing and overseeing all bid openings, including the preparation of necessary records and maintenance of related files.
You will interact with the Project Managers regarding the review and inclusion of complete and accurate specifications in all bid documents, and in turn will adjudicate bidder questions during the contract solicitation process.
You will be responsible for overseeing all local (in-country) petty cash operations, including the supervision and oversight of all local purchases less than $3,000 in value.
You will supervise CCN Petty Cash Procurement Agents to ensure their activities are accomplished in accordance with US Government Procurement Procedures (FAR, AIDAR) and IRP Policies & Procedures.
Finally, you will oversee the Government Property inventory operation to ensure compliance with FAR Part 45, client contract, and project inventory procedures, and will assist the Contracts Manager with other specified duties as required.

Job Requirements:

You will be an accomplished Procurement and Contracts Manager, ideally with experience of USAID contracts, FAR, AIDAR, DFAR, etc. Ideally your experience should be supported by a Degree and / or professional Procurement qualifications.

You will have in depth experience of tendering, bids, and proposals, and the on – going management of contracts. You will have the ability to lead a multi-cultural staff in a stressful and demanding environment with little supervision.

You should ideally be experienced working in international work environments in an ex-patriate status and have the ability to work in an austere and potentially dangerous work environment, with a willingness to live in a remote field camp location.

Experience of working on USAID projects and the ability to communicate in Dari or Pashto languages is highly desirable.

The salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition to
the basic salary, which will depend upon the candidates skill set and experience, there are
various allowances payable which together give a generous uplift.

In addition, there is a daily food / laundry allowance of $9 per day plus dental and medical
insurance, Defence Act insurance, life assurance, and a pension (401k).

In addition, employees have the use of a phone to call family and friends and the internet for e-mails etc.

Employees will receive 2 paid return economy flights per year, and Mobilization and De-Mobilization flights are also paid for by our client.
