1016 - General Manager Fuels - North Afghanistan

Founded in 1957, our clients parent Group has over 50 years of experience developing and operating customized supply chain and associated service solutions in demanding environments. Supported by a world-wide network of resources including state – of – the – art warehousing facilities, bulk fuel installations and real time freight tracking capabilities, our client provides workable resolutions to complex client requirements in the areas of food logistics, catering, retail, aviation, site services and fuel management.

Our Client is the Fuels Trading Division and they provide vital services in fuel management and supply both to the military and private companies operating in post conflict and remote areas.

They are currently seeking a General Manager – Fuels for North Afghanistan to be based at their fuel compound in Kabul, Afghanistan.

The role is broad in scope encompassing full management responsibility for all aspects of our client’s fuel management operations in North Afghanistan i.e. Kabul, Mazar – e - Sharif etc. This will include the transporting and storing of fuel, cold and hot refuelling, spillage response procedures, emergency disaster planning and response etc.

Reporting into the Operations Controller – Fuels the primary objective is to manage all fuel product storage, quality and delivery operations and outputs within your area of responsibility. This includes personnel management, demand, efficient use of equipment and customer management and overall adherence to our clients Quality Management System (QMS) and requirements. The position requires active leadership to ensure operational targets are exceeded and constant innovation to dominate the changing and fluid environment. Active leadership also implies the accountability for the maintenance of morale and standards within the area of responsibility. This includes an adherence from all subordinates to all HR guidelines on routine and exceptional reporting for performance and discipline.

There is an operational planning context that relies on a “looking forward” approach to anticipate either the changing operational environment or the ever changing customer requirements. The required output is the most effective and efficient use of resources that are accountable for delivery of product that is fit for purpose to the customer.

Fiscal and cost management is vital to ensure economies of scale are achieved and the operation is lean yet agile enough to change. Therefore, effective use of both personnel and equipment to achieve the outputs is imperative in maintaining market position and gaining more business through measurable results. As such, you will be required to account for allocation of staff, equipment and contractor provided capacity in order to efficiently meet required outputs.

You will be responsible for the efficient and effective use of equipment at all times and this includes ensuring users are trained and competent in the operation and user maintenance of the equipment in order to be fit for purpose.

Finally you will ensure accurate operational reporting for routine and exceptional reporting is to be maintained at all times in order to provide situational awareness up and downstream from the responsible hub.

Job Requirements:

Knowledge and Skills:

You will be an accomplished Fuels Manager ideally have a military background and have significant experience in bulk fuel distribution and all associated operational aspects of fuel storage and distribution.

Your practical experience should ideally be supported by having attended courses at The Royal Logistics School of Petroleum based at West Moors, Dorset. England or country equivalent.

It is desirable if you posses HAZMAT Operators Licence for Class 1 and 3 vehicles and also hold a Certificate in Health and Safety Management.

In addition you should be an accomplished General Manager with excellent man management skills and commercial acumen and have proven leadership, resource and financial management in a fuel or logistics distribution business.

You should possess excellent communication skills in English and ideally one other language and be able to adapt to rapid changes in a positive manner and work to tight deadlines.

Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.

You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment.

Finally you should be PC / IT literate and possess a Drivers Licence.

This is an outstanding challenge for an accomplished Fuels Manager looking for something different. Whilst our Clients operation is somewhat unique they are in it for the long term and are looking for a minimum of 12 to 18 months commitment.

The basic salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition there is an annual profit share bonus available which is also paid in US Dollars and tax free for an Ex-Patriate employee. Accommodation, laundry, local transport, health insurance, permanent disability and death benefit, bereavement leave and meals are all provided free. In addition you will have the use of a phone to call family and friends and also use of the internet for e-mails etc.

Western Ex-Patriate employees will receive 63 days annual leave per year and the work rota is approx 14 weeks on, 3.5 weeks off. Western Ex-Patriate employees will receive 3 paid return economy flights per year and Mobilization and De-Mobilization flights are also paid for by our client.
