Job Description:
Our Client is an International Peacekeeping Force which operates in the Sinai. As part of its role it maintains two military camps one in the North close to the Mediterranean coast and one in the South near Sharm El Sheikh.
They are currently seeking a Construction and Engineering Projects Manager to be based at the North Camp at El Gorah in the Sinai.
Reporting into the Facilities Engineering Officer, the Construction and Engineering Projects Manager will supervise all of the new construction activities in support of our clients Sinai operations.
The successful candidate will head a projects team of the Facilities Engineering Office section of support operations providing management of military, contract hire civilians and contractor personnel to ensure cost-effective management of projects of various sizes and complexity.
You will provide the management expertise for the refurbishment, upgrade or new construction of our clients assets and will oversee the development of proposals necessary for senior management approval of project concepts, working in conformity to applicable Directives and in conjunction with the Facilities Engineering Officer and the Director for Support and Engineering on technical matters.
You will lead the Engineering Projects Team in the formulation of conceptual design, scope of works, project justifications and realistic estimates of cost. These will be packaged and presented in accordance with the Engineering Directive to the Facilities Engineering Officer and, in turn, to the Director for Support and Engineering for consideration and potential inclusion in the Engineering section of our clients annual budget submittal.
Subject to budget approval, you will allocate the project to an appropriate Project Engineer, oversee the pre-contract development of Statements of Works, allied drawings and details.
If required you will work with selected consultants to develop more complex projects. This will include the review of SOW’s drawings and details in the preparation of a complete bid package.
As appropriate you will work with the Contracts Manager or Supply & Inventory Manager to facilitate pre-bid conferences and job walks to ensure that prospective bidders have the best possible knowledge of the project requirements. You will also be responsible for answering bidder’s queries throughout the bid process.
You will ensure that the Facilities Engineering Officer is properly represented at bid evaluations and bid committees in accordance with our clients procedures and you will be responsible for the production technical evaluations of bids and the engineering recommendation for contract award.
As required, you will act as the Project Engineer on projects or will be responsible for the oversight of tasked Project Engineers during the execution of allocated projects. This will include, but is not be limited to: on-site supervision, quality control, compliance with SOWs, monitoring progress, and approving invoices for payment.
You will be responsible for the scheduling and chairing of regular meetings with the Engineering Projects Team. These meetings will review progress on all projects and establish goals and objectives for the next period.
In addition you will be responsible for all periodic reporting as set out in the Engineering Directive and you will consolidate individual reports from the Project Teams and present them for onward transmittal to the Director for Support and Engineering.
You will provide continuous support to the Facilities Engineering Officer in order to ensure all facilities project requirements of our clients operational mission are fulfilled, consistent with established directives and procedures.
Job Requirements:
Knowledge and Skills:
You will be an experienced Construction Project Manager with relevant trade qualifications from a recognised training college / school or university. Ideally our client seeks someone with a Degree in Civil Engineering, Construction or in Project Management
You will have the ability to formulate, write and submit detailed site reports and have proven ability to prioritise incoming works and the ability to manage on-site construction works to the highest standard possible.
Familiarity with trade skills and work planning is essential and you will have excellent knowledge in safety regulations appertaining to the construction industry.
Excellent project management skills supported by superb communication skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment.
Finally you should possess a Drivers Licence and be IT / PC literate - Microsoft Office and AutoCAD.
Experience of an ERP Plant Maintenance module is desirable as is previous experience of SAP.
With outstanding leadership ability and a strong customer focus, you will have the confidence to win credibility and make an immediate contribution.
Experience of working in a military environment or for an international facilities management services provider and other similar organisations would be ideal, as would experience of working in remote sites or in other arduous environments.
You should possess excellent written and spoken communication skills in English and ideally can speak some Arabic or Spanish.
Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions. Finally you should possess a Drivers Licence.
This is an outstanding challenge for an accomplished Construction Project Manager looking for something different. Our client is seeking a minimum of 24 months commitment.
The basic salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition there is a 20% location allowance payable and also a 7% allowance in lieu of a pension scheme, both of which are tax free for an Ex-Patriate employee.
A 2 year unaccompanied status contract is offered which includes free accommodation, laundry, local transport, life assurance, health insurance and meals. In addition employees have the use of a phone to call family and friends and the internet for e-mails etc.
The holiday entitlement is 28 days plus 12 public holidays. Our client does not provide a specified number of free flights but awards a cash sum each year in US Dollars which the employee can spend as they wish to facilitate their R and R leave.
Mobilization and De-Mobilization flights are paid for by our client.
