Job Description:

Supported by a world-wide network of resources including state – of – the – art warehousing facilities, bulk fuel installations and real time freight tracking capabilities, our client provides workable resolutions to complex client requirements in the areas of food logistics, catering, retail, site services, aviation and fuel management.
Our Client is the USA Division of this rapidly expanding international facilities group which co-ordinates most of the contracts with their US Clients.
They are seeking an accomplished Health, Safety and Environmental Manager (HSE) to
cover all their business units in Afghanistan relating to US DOD contracts.
Reporting into the Group Technical Manager who is based in Dubai, the successful candidate will be responsible for managing and promoting continuous improvement of the HSE program throughout all of our clients business units.
You will monitor compliance of the HSE program through internal auditing and implement an effective reporting procedure with trend analysis and will oversee the management of the corrective action program through direct contact with relevant Managers to ensure actions are implemented in a timely manner and with an effective outcome.
You will design, implement and maintain the company HSE program and will undertake internal audits as per the agreed schedule set by the Group Technical Manager
You will monitor and ensure compliance with site’s HSE program through internal auditing and reporting deficiencies to FSM, GM’s and BUD’s and oversee the implementation of suggestions and preventative actions raised from the audits, reporting audit score and findings to the Group Technical Manager after each audit conducted
You will be responsible for ensuring that risk and COSHH assessments are carried out for all relevant sites across the Group and will evaluate health and safety requirements for buildings, equipment and work procedures across all sites.
You will ensure Managers and staff are kept up to date with current legislation and good practice, you will investigate as necessary, incidents or accidents on sites; resolve problems and initiate action as advisable to improve methods of work and accident reporting procedures as necessary.
You will report to senior management quarterly and you will utilize new technology information systems, communications and equipment in the maintenance and updating of records, legislation and regulations appertaining to health and safety.
Finally you will assist with in-house induction and specialist safety courses as required.
Job Requirements:
To meet this unique challenge, you will be an accomplished HSE professional with your experience ideally gained in a military or remote sites environment.
Your work experience should be supported by a Degree or equivalent qualification in Environmental Health. An additional post-graduate qualification in a relevant subject, such as NVQ Level 4 in Health and Safety Enforcement, NEBOSH diploma or equivalent is desirable but not essential. If you are a Chartered Environmental Health Practitioner or US equivalent that would be ideal.
You should have in – depth knowledge of relevant Health and Safety legislation and legal procedures and have experience of enforcing Health and Safety legislation, conducting premises inspections and auditing to determine compliance with legislative requirements.
You should ideally have experience of investigating work related accidents and ill health reports in a commercial environment, be a Registered CIEH Trainer and holder of a EHORB Registration Certificate. A military background would be very useful.
You should possess excellent communication skills in English and ideally one other language and be able to adapt to rapid changes in a positive manner and work to tight deadlines.
Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
Finally you should possess a Drivers Licence and be PC literate.
This is an outstanding challenge for an accomplished HSE professional looking for something different. Whilst our Clients operation is somewhat unique they are in it for the long term and are looking for a minimum of 18 to 24 months commitment.
The basic salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition there is an annual bonus payable after 12 month’s service which is also paid in US Dollars and tax free for an Ex-Patriate employee. Accommodation, laundry, local transport, health insurance, permanent disability and death benefit, bereavement leave and meals are all provided free. In addition you will have the use of a phone to call family and friends and also use of the internet for e-mails etc.
Western Ex-Patriate employees will receive 63 days annual leave per year and the working rota is approximately 14 weeks on, 3.5 weeks off. In addition Western Ex-Patriate employees will receive 3 paid return economy flights per year. Mobilization and De-Mobilization flights are also paid for by our client.
