Job Description:
Founded in 1986, our Client is an established food logistics, marine and facilities provider and part of a much larger group. They operate throughout the Middle East operating both in the commercial sector as well as in the military and defence sector.
They specialize in the supply of deck, engine and provision stores to vessels calling at UAE ports as well as all ports of Bahrain, Qatar, Kuwait, Djibouti and Oman. They also provide workable resolutions to complex client requirements in the areas of food logistics, catering, passenger and cruise shipping, offshore oil and gas sector, specialist marine catering, fishing, seismic and offshore supply vessels and FPSO conversions.
They are currently seeking a Construction and Engineering Project Manager to be based in Dubai. The successful candidate will report into the General Manager – Military Supply Division and will be responsible for military based construction and engineering projects within our clients Military Supply Division.
You will provide the management expertise for the refurbishment, upgrade or new construction of our clients assets relating to its military supply division and will oversee the development of proposals necessary for senior management approval of project concepts.
You will lead a Construction and Engineering Projects Team in the formulation of conceptual design, scope of works, project justifications and realistic estimates of cost. These will be packaged and presented in accordance with our clients procedures for consideration and potential inclusion in the Construction and Engineering section of our clients annual budget submittal.
Subject to budget approval, you will allocate the project to an appropriate Project Engineer, oversee the pre-contract development of Statements of Works, allied drawings and details.
If required you will work with selected consultants to develop more complex projects. This will include the review of SOW’s drawings and details in the preparation of a complete bid package.
You will be required to interface with our clients sub contractors to deliver client requirements pertaining to construction, engineering and facilities management, all within a military environment.
You will be responsible for facilitating and preparing all assigned proposals/bids from receipt of the Request for Proposal/Invitation for Bid (RFP/IFB) to timely delivery of the proposal/bid to the customer and until the customer has made an award decision (contract) to include any post-award kickoff conference.
You will negotiate with our clients partners and sub contractors and will be travel between our clients sites within the Middle East and the Head Office base in Dubai.
You will establish, monitor and enforce operational and financial KPIs and take ownership and champion both continuous improvement and health and safety standards within your area of responsibility.

Job Requirements:
Knowledge and Skills:
You will be an experienced Construction and / or Engineering Project Manager with relevant trade qualifications from a recognised training college / school or university. Ideally our client seeks someone with a Degree in Civil Engineering, Construction or in Project Management
You will have the ability to formulate, write and submit detailed site reports and have proven ability to prioritise incoming works and the ability to manage on-site construction works to the highest standard possible.
Familiarity with trade skills and work planning is essential and you will have excellent knowledge in safety regulations appertaining to the construction industry.
Excellent project management skills supported by superb communication skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
Candidates for the position will need to demonstrate the ability to organise and efficiently manage projects in a complex facilities management operation supported by strong commercial acumen and excellent knowledge of budgets and financial planning.
To be successful in this role, you require previous experience in proposals and bids administration ideally with major defence contractors / United Nations and / or experience with complex / high dollar value international construction and engineering contracts.
You will have excellent business analytical skills and have the ability to understand the technical and operational aspects of military camp services.
You must be able to multi-task routine and complex contract activities with the ability to overview situations, review and evaluate, defining set plans to achieve contract goals.
You will be energetic, highly motivated, results oriented and capable of working in a team. Capable of independent thought and possess excellent planning and organisation skills able to work to tight deadlines, you should be fluent in written and spoken English and have a strong attention to detail.
You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment.
Finally you should possess a Drivers Licence and be IT / PC literate particularly in Excel and Auto – CAD.

A competitive salary is paid in AED and is tax free for an Ex-Pat employee. In addition you will receive medical insurance, 30 days annual leave per year plus all UAE public holidays and an Ex- Pat employee will be entitled to 1 paid return economy flight per year. A housing allowance may also be available and relocation assistance will be considered, if required.
