1063 - Fuel Transport Manager

Founded in 1957, our client has over 50 years of experience developing and operating customized supply chain and associated service solutions in demanding environments. Supported by a world-wide network of resources including state ¡V of ¡V the ¡V art warehousing facilities, bulk fuel installations and real time freight tracking capabilities, our client provides workable resolutions to complex client requirements in the areas of food logistics, catering, retail, site services and fuel management.

Our client is the Fuels Trading Division which provides vital services in fuel management and supply to both the military and private companies operating in post conflict and remote areas.

They are currently seeking a Fuel Transport Manager who will assist the Fuels General Manager in managing fuel transport operations at military camps in Afghanistan.

Reporting into the Fuels General Manager, the successful candidate will optimize the operational supply chain transport focusing on long term performance by ensuring continued supply and replenishment of fuel to all of our clients customers.

You will provide ongoing solutions to supply chain challenges that meet or exceed the customers expectations and you will be charged with maximising efficiencies within the area of transport with a view to adding value to the organisation by reducing costs.

Your short term strategy (Daily to 1 year) will be the management of our clients ongoing fuels transport business ensuring efficient supply of fuel in a timely manner.

Your medium term strategy (1 year to 3 years) will include the refinement of local supply operations and evaluation of sourcing and supply opportunities that could provide a more cost effective supply solution for the business.

In the longer term (beyond 3 years) your strategy will be to carry out a full evaluation of our clients fuels transport business to ensure compatibility with our clients corporate vision.

Overall you will be responsible for negotiating rates and contracts with transporters and service providers, prior to final approval by the Operations Controller ¡V Global Supply Chain.

You will have responsibility for the management of a transport budget of approximately US$15,000,000 per annum and you will manage the supply chain efficiently to reduce impact on working capital.

You willƒnƒnwork closely with contractors to ensure optimum performance while minimising costs and you will develop and monitor processes and process performance.

You will have overall management and resolution of all fuel supply chain strategic and operational issues on a daily basis and will be responsible for approval of all transport purchase invoices.

You will develop and manage the fuels transport team to ensure an efficient and timely supply to the customers and will manage the leased fleet of fuel vehicles to ensure their usage is optimised.

Finally you will assist in the development of new business opportunities.

Job Requirements:

You should ideally have a military background and have considerable experience in fuel distribution and all associated operational aspects of fuel storage and transportation.

Ideally some of your fuel operations experience should be with a major petroleum company including the areas of shipping, trucking, pipeline transportation, stock control and strategic planning.

In addition you should have had management experience within a medium to large company covering all aspects from purchasing transport, inventory, quality service and other supply related activities.

Your practical experience should be supported by a qualification in Management in either Supply Chain or an Operational doctrine and should also ideally be supported by having attended courses at The Royal Logistics School of Petroleum based at West Moors, Dorset. England or equivalent.

You should have a sound knowledge of international operations, planning and management, possess excellent people and strong leadership skills, strong commercial awareness and financial astuteness as well as strong negotiation skills.

You should have the ability to work cooperatively with other employees, various governmental and private agencies and the general public.

Past experience within Pakistan and Afghanistan is highly beneficial as is working in any remote or isolated location.

Superb communication skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.

You should possess excellent communication skills in English and ideally some Dari or Pashto language skills, and be able to adapt to rapid changes in a positive manner and work to tight deadlines.

You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment. Finally you should possess a Drivers Licence and be IT / PC literate - Microsoft Office.

This is an outstanding challenge for an accomplished Fuels Transport Manager looking for something different. Whilst our Clients operation is somewhat different they are in it for the long term and are looking for a minimum of 12 ¡V 18 months commitment.

The basic salary is paid in US Dollars and is tax free for an Ex-Patriate employee. In addition there is an annual bonus payable after 12 month¡¦s service which is also paid in US Dollars and tax free for an Ex-Patriate employee. Accommodation, laundry, local transport, health insurance, permanent disability and death benefit, bereavement leave and meals are provided free. In addition you will have the use of a phone to call family and friends and also use of the internet for e-mails etc.

Western Ex-Patriate employees will receive 63 days annual leave per year and the working rota is approximately 14 weeks on, 3.5 weeks off

In addition Western Ex-Patriate employees will receive 3 paid return economy flights per year. Mobilization and De-Mobilization flights are also paid for by our client.
