Resonsibilities:
• Oversee and manage program initiative in all of its dimensions including but not limited to: providing technical assistance to the MOH inducting formative assessments and bio-behavioral surveys; advise and assist the MOH in the design and execution of a national HIV case reporting system, piloting and expanding; advise and assist MOH to conduct country-wide incidence misclassification surveys, incidence surveillance, population size estimation, TB/HIV surveillance and/or ANC surveillance;
• Oversee all central and field operations including personnel and financial management;
• Provide technical leadership to program implementation, coordination and synergy between various partners;
• Strengthen the capacity of PEFAR partners, including the MOH to analyze, interpret and use data for quality improvement, policy formulation, program planning and improvement and resource allocation;
• Serve as key liaison with the CDC and attend formal and informal meetings with CDC representatives and designated officials;
• Serve as a key liaison and align the program with the existing MOH strategic plans and other relevant health programs;
• Increase impact through strategic coordination and integration with national and international partners;
• Strengthen and leverage key multilateral organizations, global health partnerships and private sector engagement;
• Encourage country ownership and invest in country-led plans;
• Advise and assist the MOH and the South Sudan Center for Census, Statistics and Evaluation staff to conduct HIV surveillance, data analysis, interpretation, and use to strengthen the government strategic information capacity
• Report to, and communicate routinely about program progress and developments with the International Medical Corps South Sudan and Washington Program Office;
• Ensure project compliance with all reporting and financial requirements of CDC, and with those requirements stated in the annual work plans;
• Supervise local and international consultants work.
International Medical Corps seeks to recruit a Project Manager to provide the overall management of the project, oversight of project administration and activities, and will serve as key liaison with CDC, the Ministry of Health and local counterparts and partners.
Candidates for Project Manager are being recruited for the CDC-funded “Strengthening Systems, Capacity, and Data Collection with a Focus on Strategic Information in South Sudan under the President’s Emergency plan for AIDS relief (PEPFAR).
Requirements
• Masters level degree in a relevant field such as public health, public administration, health administration, medicine, another health profession, etc.; a doctoral degree is preferred;
• Over 15 years of demonstrated technical expertise combining, surveillance, health systems strengthening and broad competencies in the key technical areas (i.e. Organizational Development, HIV/AIDS programming, monitoring and evaluation including conducting data quality assessments; strategic planning at the federal level;
• Demonstrated work experience in developing countries;
• Over 10 years of demonstrated excellence in a senior level management and leadership position, preferably in a low resource health development context; previous experience as a Chief of Party or Program Management is required;
• Substantial demonstrated experience with SPSS and Epi-info.
• Proven experience with health capacity building programs at the sub-national levels and areas prone to drought, famine and conflict;
• Field-based experience implementing CDC or other USG projects
• Strong technical and analytical skills, proven ability to effectively solve problems;
• Proven ability to communicate, collaborate, coordinate and leverage the work with other relevant projects;
• Strong interpersonal and negotiation skills;
• Strong written and verbal English skills;
• Knowledge of South Sudan a plus.
