Responsibilities:
• Provide mentoring to the MOH and South Sudan Center for Census, Statistics and Evaluation staff to conduct HIV surveillance, monitoring and evaluation, support health information systems, and conduct data analysis and interpretation, and use data to strengthen government strategic information capacity;
• Support the MOH to analyze, interpret, use and disseminate data for status updates, projections and modeling, policy formulation, stakeholder dialogue, health service planning and improvement, and resource allocation with all stakeholders at local, regional and national levels and in support of all program areas including HIV, STIs, TB and malaria;
• Support the MOH in training, policy, and guidance development in all areas of HIV including but not limited to MOH health officials’ attendance at trainings, workshops or conferences, which may be sponsored by the US government or other organizations, support stakeholders’ meetings; and support to publish policy, guidance or other documents for dissemination and use;
• Support the SS Global Fund Country Coordinating Mechanism (CCM) through provision of technical assistance to strengthen the CCM, develop Global Fund proposals and monitor activities funded under the Global Fund
• Support the development of regulator boards/councils for nursing, midwifery, laboratory and physicians to develop standards and regulations for the sector
• Facilitate in-country planning and review meetings for technical assistance activities
• Increase impact through strategic coordination and integration with national and international partners;
• Strengthen and leverage key multilateral organizations, global health partnerships and private sector engagement;
• Encourage country ownership and invest in country-led plans;
• Advise and assist the MOH and the South Sudan Center for Census, Statistics and Evaluation staff to conduct HIV surveillance, data analysis, interpretation, and use to strengthen the government strategic information capacity
• Report to, and communicate routinely about program progress and developments with the International Medical Corps South Sudan and Washington Program Office;
• Ensure project compliance with all reporting and financial requirements of CDC, and with those requirements stated in the annual work plans;
• Supervise local and international consultants work.
International Medical Corps seeks to recruit a Capacity Strengthening Manager to provide long term hands on mentoring of the South Sudan MOH and local counterparts and partners.
Candidates for the Capacity Strengthening Manager are being recruited for the CDC-funded “Strengthening Systems, Capacity, and Data Collection with a Focus on Strategic Information in South Sudan under the President’s Emergency plan for AIDS relief (PEPFAR).
• Masters level degree in health or social sciences or a related advanced degree relevant to the field of public health.
• A minimum of 10 years of demonstrated experience in implementing technical and organizational capacity building programs in developing countries within the HIV/AIDS arena;
• Substantial demonstrated experience in building the capacities of governmental and non-governmental organizations related to the responsibilities outlined;
• Proficiency with activities, theories, methods and technology in capacity building;
• Proven ability to train and develop capacity in regional and country-level staff;
• Substantial demonstrated experience with SPSS and Epi-info.
• Proven experience with health capacity building programs at the sub-national levels and areas prone to drought, famine and conflict;
• Field-based experience implementing CDC or other USG projects
• Strong technical and analytical skills, proven ability to effectively solve problems;
• Proven ability to communicate, collaborate, coordinate and leverage the work with other relevant projects;
• Strong interpersonal and negotiation skills;
• Strong written and verbal English skills;
• Knowledge of South Sudan a plus.
