JOB SUMMARY
The Director of Programs is responsible for defining and managing the programmatic structure of International Medical Corps country programs, ensuring that it reflects the needs of the overall country program and the Strategic Planning. He/she, as part of the International Medical Corps' country Senior Management Team, will be accountable for the overall Program Design, will have responsibilities for both the deliverables and the execution of the various programs, and will have the main responsibility in new program development as defined by the Country Director. In absence of the Country Director, he/she may assume the role of Acting Country Director.

ESSENTIAL RESPONSIBILITIES
Context analysis
1. Provide the coordination team with information relating to humanitarian and developmental events in the country
2. Ensure information is analyzed and provide relevant future propositions for geographic and sectorial interventions throughout the country to CD in a timely fashion.
3. Information collection and analysis from external sources and from technical coordinators
4. Identify humanitarian needs, briefing the country management team and designing potential responses within the operational country strategy

Programs management
1. Develop, design and write up program and project ideas, concept and proposals in collaboration and coordination with the field Coordinators, Technical Specialists (based in the field and HQ) and support services.
2. Ensure effective and qualitative program cycle management for the programs in International Medical Corps country programs and ensure organizational and programmatic learning.
3. Participate in the development of strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation
4. Work with the Technical experts and Field Coordinator(s) to ensure adequate support of program development and support for field
5. Design and develop programs that promote beneficiary participation, capacity building, partnership, advocacy and protection and promotion of rights
6. In coordination with the Country Director and the Field teams, ensure the development of new program opportunities in line with International Medical Corps’ Mission Statement and International Medical Corps’ Country Strategic Plan
7. Ensure in Coordination with the finance & admin director and logistics coordinator that all International Medical Corps program interventions are in line with International Medical Corps policies, donor requirements and generally accepted guidelines (e.g., internal policies, SPHERE…).
8. By assuming the responsibility for the Monitoring & Evaluation of programs, assist the Field Coordinator(s) in achieving the deliverables of the various programs, and advise in the execution of the programs.
9. Responsible for proposal inception, leading technical departments in drafting before to submit to CD and HQ for validation.
10. In coordination with the technical and support departments ensure the overall planning, follow-up and reporting/proposal writing
11. Visit International Medical Corps field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities.
12. Ensure the coordination of planning and following up of donor field visits.
13. Ensures that the mission has up-to-date knowledge of donor strategies and frameworks, funding mechanisms and regional strategy and that these are fed into the coordination and country strategy planning process.
14. Ensure program objectives are met and timelines, budgets, donor guidelines are respected by the Program Managers and field Coordinators
15. Ensure program implementation is in line with governmental policies and laws
16. Ensure program design and implementation is coordinated with all stakeholders

Finance and Grants Management
1. Ensure the inputs for the grants management process and compliance with all International Medical Corps and donor regulations by developing and writing timely, concise and professionally sound periodic and final reports that reflect the commitments (objectives, indicators) in the proposals for the activities, projects or programs, as well as reviewing all technical reports prepared by program managers
2. In coordination with the Finance & Admin Director, the logistics coordinator and the Country Director, monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant cost-extension requests; develop budgets for new program activities in coordination with the other SMT members; monitor grant expenditures to ensure compliance with budgets and be accountable for the internal reports. Contribute from the program perspective to the operating budget
3. Ensure program compliance with internal control procedures; grant opening meetings are held for all new grants and budget holders (program and operations) are held accountable for budget management
4. In collaboration with Finance & Admin Director and field Coordinators, ensure that program budgets are respected
5. Ensure forecasts are produced and respected
6. Contribute to the identification of potential funding opportunities

Human Resources
1. Design, maintain and implement a plan for enhancing the capacities of the national staff towards the stated goal of developing a stable, lean, focused, efficient (cost and work- wise) and motivated International Medical Corps country program team.
2. Coordinate and support in the recruitment of relevant program staff; recommend to the CD promotions, disciplinary action and termination of program staff in consultation with the supervisors, field coordinators and Finance & admin Director.
3. Conducts regular staff evaluations for staffs directly managed and support & monitor regular evaluations of all program staff in the mission by their supervisors in a timely fashion.
4. General leadership of Program Staff and technical departments acting as a liaison between CD and program teams.
5. Revision of all job descriptions for technical positions in collaboration with field coordinators as needed.
6. Induction of all incoming staff on projects’ status and background country program strategy.
7. Ensuring that coordination meetings take place at the field level to share information and promote innovative solutions to programming challenges.
8. Provide input to SMT on program issues relating to Human Resources and budgeting.
9. Ensure program staff is motivated and committed to IMC programs
10. Provide training and guidance to all program staff on operational management of programs
11. Contribute to the career development for program staff in collaboration with the Administration department in order to identify needs of training

Representation
1. Act as the focal point for all program and project related communication and issues between the field and the main office.
2. Be the main representation for International Medical Corps with other NGO’s, UN Agencies, donors and local authorities for technical and program matters.
3. In the absence of the Country Director may assume the role of Acting Country Director
4. Ensure International Medical Corps program related interests are guarded within the international community
5. Liaise with stakeholders for program related issues if a senior level involvement is required
6. Coordinate with stakeholders on International Medical Corps activities and ensure required program documentation is provided (pro-actively and upon request) by the Program Managers and Coordinators
7. Strengthen field and capital level information sharing with IOs, INGOs and government.
8. Ensure that International Medical Corps technical staff regularly attends all relevant humanitarian coordination meetings and take a leading role in the drafting of future technical development strategies.
9. Facilitate a ‘trickle-down’ of information towards the field stemming from cluster/sectorial information in the capital.
10. Advance and disseminate International Medical Corps’ strategic positioning to donors and other stakeholders as this relates to humanitarian analysis and future financial planning.


Job Requirements:

Requirements

• Medical degree
• Master degree in other relevant fields
• Fluent in English and French
• Minimum 5 years overseas experience in humanitarian/development work.
• Minimum 2 years international experience in senior management, preferably within an NGO setting.
• Strong knowledge and practical experience of IMC’s key donors – USG (PRM, OFDA, USAID), UN-agencies (UNHCR, UNICEF, WFP), European donors (ECHO, EU, SIDA,etc.)
• Strong team player, excellent leadership, communication and inter-personal skills, ability to work independently, and strong time-management.
• High level of familiarity with computer word-processing and spreadsheet essential.
• Willingness to travel to and work in remote and/or insecure areas and conditions.
• Must have excellent communications skills, both oral and written
• Must have excellent self-motivation skills
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate staff effectively
• Creativity and the ability to work with limited resources
• Ability to assume non-medical responsibilities from time to time to cover for other team members
• Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
• Proven capabilities in leadership required
• Strong negotiation, interpersonal and organization skills



LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
• Ability to speak French language required; ability to speak Arabic a plus
