PROGRAM BACKGROUND
International Medical Corps, in collaboration with Doctors World Wide Turkey (DWWT), is in the process of opening and operating a 60-bed infrastructure offering primary and secondary health care in the Hodan District of Mogadishu, which not only has a particular lack of health care infrastructure and services due to large demand and recent departure of key service providers but also a high concentration of IDPs who are particularly vulnerable due to lack of access to high-quality health care.
JOB SUMMARY
The primary responsibility of the Primary Health Care Officer is to support the effective implementation of quality health programming, including direct care as necessary and evaluation of program activities, in accordance with best health practices and acute and longer-term needs in Mogadishu, Somalia. The Project Health Coordinator will report to the Program Coordinator.
ESSENTIAL RESPONSIBILITIES
1. Medical/Program Management
• Ensure provision of good quality health services in facilities supported by the organization.
• Provide technical supervision and support to health activities.
• Ensure health programs adapt standardized protocols, policies and guidelines according to the Somalia Ministry of Health and WHO and that relevant staff are trained in and conversant in the same
• Encourage community participation in health activities to ensure long term ownership and effectiveness of program
• Anticipate changing needs and engage in development of emergency preparedness plans, including disease surveillance and contingency planning.
• Provide direct patient care when necessary.
• Support the Program Coordinator/Country Director in negotiating new or changed project activities with local health/community authorities
2. Reporting/Monitoring and Evaluation
• In coordination with the Programs Coordinator and global monitoring and evaluation staff, analyze routine data and prepare timely program reports that reflect both donor requirements and the organizations minimum indicators (ie. CMR, U5MR, average length of stay)
• Prepare information for and write timely and accurate reports with appropriate data presentation and contextual analysis in collaboration with the Program Coordinator, reflecting progress against set objectives and newly defined needs and challenges
• Ensure agreed-upon reports are delivered to local counterparts and partners
3. Representation
• Coordinate and represent the organization at health coordination meetings as well as other coordination meetings which are relevant to country programs, as required by Country Director/Programs Coordinator, to ensure project activities are carried out with their collaboration and participation to avoid overlap and promote holistic address of community needs
• Serve as a liaison with MOH on matters related to the program to ensure programmatic accountability
• Ensure maximum visibility of the agency amongst the NGO community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
4. Program Development
• Monitor the health and humanitarian situation in the program area and propose appropriate action in collaboration with the Program Coordinator and Country Director
• Undertake/assist with needs assessments as necessary
• Assist in the preparation and review of donor proposals in collaboration with the Program Coordinator and Country Director
5. Human Resources Management
• Assist in the selection and training of qualified health staff, recommend promotions, implement disciplinary action and termination of staff in consultation with the Program Coordinator, HR/Admin Director and Country Director
• Supervise health program staff on daily basis to ensure smooth and effective operations
• Ensure compliance to local labor laws including working hours
• Maintain open lines of communications with all field staff
6. Training/ Capacity Building
• Ensure professional development for program staff through assessment of training needs and capacity building activities to facilitate maximum use of their skills and full participation in medical activities.
• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
• Ensure timely staff performance evaluations and develop professional development plans for staff
• Work with health authorities, the health cluster and key donors to design, implement and ensure the establishment of viable training programs
7. Working Relationships
• Ensure program progress through frequent communication with Program Coordinator, Logistics and Finance team to ensure coordination of program supplies are consistent with management of budgets, including budget forecasting and development of spending plans
• Interface with national government and relevant agencies as necessary
8. Security
• Collaborate with security officer/CD in order to maintain security of program staff
• Ensures application and compliance of security protocols and policies
9. Other
• Carry out any other responsibilities as requested by the Programs Coordinator or Country Director
• Produce written end of post
QUALIFICATIONS
• Medical or Advanced Nursing degree
• Experience in overseas programs relating to primary health care, maternal and child health, reproductive health, HIV/AIDS, and communicable diseases
• Experience in tropical health
• Minimum of three years of nursing experience required, of which 1 to 2 years should be of developing country experience or in a resource-deprived environment
• Previous NGO experience
• Must have excellent communications skills, both oral and written
• Must have excellent self-motivation
• Ability and flexibility to understand the cultural and political environment and to work well with local health representatives
• Ability to assess health conditions quickly and calmly under pressure as required
LANGUAGES
• Ability to read, write, analyze and interpret technical and non-technical information in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and political leaders and other related regional players
• Ability to speak Somali language required
