PROGRAM BACKGROUND
International Medical Corps has implemented GBV prevention and response programs in Somali refugee camps in the Dollo region of Ethiopia since 2009. In June 2011, International Medical Corps initiated an emergency response to this region when drought led to a dramatic increase in new refugee arrivals. The existing GBV program adapted to respond to the emergency and has since expanded to meet the needs of the increased refugee population. Currently, IMC provides GBV prevention and response services in two large refugee camps in Dollo, as well as the Dollo Ado Refugee Transit and Reception Centres.

JOB SUMMARY
The primary function of the GBV Program Manager is to oversee the implementation of the GBV program and to ensure GBV program staff and volunteers are well-prepared to carry out prevention and response activities. The GBV Program Manager must also contribute to appropriate multi-sectoral coordination and should be prepared to respond to evolving risks and needs in a dynamic environment.

ESSENTIAL RESPONSIBILITIES

1. Program Planning
• Work closely with the Site Coordinator, the country management team, and IMC’s Global GBV Advisor to understand program goals and to meet expectations
• Guide prevention and response programming in two large refugee camps, a reception and transit center
• Lead the establishment of two Women’s Centers as hubs for recreational activities, trainings, information and support
• Support case management
• Analyze trends of GBV and develop/adjust program strategies to meet needs
• Lead the development of community mobilization and awareness-raising strategies
• Lead assessments as needed
• Contribute to production of proposals for any new projects
• Produce regular activity and donor reports

2. Coordination
• Work closely with UNHCR, government and NGO partners to ensure well-coordinated prevention and response activities
• Actively participate in GBV working group and relevant task force meetings
• Provide leadership to monitor and strengthen referral pathways
• Coordinate with other sector actors and working groups to ensure GBV integration

3. Training
• Train GBV staff and volunteers to provide psychosocial support and case management services
• Organize and co-facilitate trainings for medical practitioners in clinical care for sexual assault survivors
• Support development and delivery of trainings for partners, community leaders and others

4. Representation
• Represent the organization at meetings as appropriate
• Ensure maximum visibility of the agency amongst the UN and NGO community
• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

5. Human Resources Management
• Assist in the selection, training and support of qualified program staff
• Develop support strategies for staff and introduce principles of self care

6. Financial Management
• Develop financial pipelines in line with program implementation plans
• Work with Logistics to procure program supplies within program budgets
• Adhere to IMC and donor requirements and flag any funding challenges

7. Security
• Ensures application and compliance of security protocols and policies
• Consider security implications of all program activities, reviewing new initiatives with national staff, partners and community leaders

Job Requirements:

Requirements
• Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred
• Three years of field experience, including experience in GBV program management and GBV coordination
• Experience in emergencies and conflict areas strongly preferred
• Relevant regional experience strongly preferred
• Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection from SEA
• Familiarity with approaches for community and individual psychosocial support
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Profound cross-cultural awareness
• Ability to exercise sound judgment and make decisions independently
• Flexibility, and the ability to cope with stressful situations and frustrations
• Excellent decision making skills
• Strong communication skills, both oral and written
• Ability to work well with a team
• Proficient in computer applications, especially with MS Word and MS Excel

Language Skills:
• Ability to read, write and interpret technical and non-technical information in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others
• Ability to speak English language required; Somali language abilities highly beneficial
