3. Purpose
The overall purpose of this DART training is to build participants’ capacity to assess and respond to the humanitarian needs imposed by disasters. The specific objectives of the this training session is to;
• A trained team is in-placed and ready to mobilize during the time of emergency
• Ensure flow of authentic, reliable information to the medial, government authorities, response agencies and donors

4. Scope of Work
The consultant will be expected to conduct a three days training session on Disaster Assessment specific to the following topics and participants should be able to:
1. Identify phases of disaster management cycle and key information needed by decision-makers to respond to each phase
2. Identify key aims and methods of inter-institutional contingency planning, disaster preparedness and response planning
3. Conduct a gap analysis to analyse the emergency preparedness status of IMC in Afghanistan and its partners
4. Explain the “rolling” or “phased” approach to assessment and the key data collection and analysis methods used by assessment teams in each phase
5. Identify key Sphere standards and indicators that guide technical sector assessment – including WASH, public heath, site and shelter and food security and nutrition sectors
6. Identify key management, administrative, logistical concerns essential to planning of disaster assessment & rapid response missions
7. Explain the purpose and mechanisms of the UN cluster system as well as the importance and value to IMC of participating in the cluster coordination system
8. Review Un cluster emergency assessment formats and lead, guide and help to develop;
1. Situation report formats,
2. Immediate need assessment format
3. Damage and loss assessment format

5. General points:
• Ensure 6 days (4 training, 2 travel) of training on DART of 30 participant’s batch
• Consultant/s must ensure have pre and post training forms properly filled out by training participants.
• Ensure trainings are delivered by consultant/s in full compliance with session plans as well as training material is fully explained to ensure that training participants have understood what was shared with them.
• Consultant/s should ensure that peer/horizontal learning as well benefiting from local wisdom, examples and lessons learnt is encouraged in trainings.
• Consultant/s strictly follows and honor principle understanding developed with you and reflected in this document of TORs.
