International Medical Corps is seeking Senior Advisor, Health Financing candidates for an upcoming USAID-funded Health Systems Strengthening Program that aims to improve institutional capacity, management systems and processes to enable the provision of higher quality health care services. The position will be based in Juba, South Sudan and contingent upon award.

Responsibilities:
• Leads and contributes to expand health financing capacity within the respective County Health Departments (CHD) and State Ministry of Health (SMOH) managers to implement and oversee health budgets in the states of Western (WES) and Central Equatoria (CES).
• SMOHs’ and CHDs’ capacity in the area of financial management will be strengthened to ensure decentralized funds can be adequately planned and managed. Skills such as auditing, budget management and oversight, and financial analysis will be critical for managers at both the state and county levels
• Lead the development of tools and approaches to promote increased transparency and accountability and the development and application of reporting structures and mechanisms to promote feedback and accountability for health policies and programs.
• Coordinate and collaborate with other USAID/South Sudan-funded programs to facilitate improved CHD supervision of facility-level management and decision making.
• Ensure the timely and quality completion of all relevant program deliverables and reporting.
• Mentor and support development of supervisees. Other duties as assigned.
Qualifications:
• Masters Degree in public health, public administration, health administration, finance, business administration, or advanced degree in a related field is required.
• Minimum of 6 years of demonstrated technical expertise, with substantial experience in the Africa region highly preferred, in the facilitation of health financing system development and strengthening, including central level coordination and systems integration.
• Proven ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners.
• Strong organizational, interpersonal and management skills.
• Excellent oral and written communication skills in English required.
