PROGRAM BACKGROUND

International Medical Corps is currently implementing approximately 15 programs across South Sudan – focused on primary health care, secondary health care, emergency medicine, maternal/child health, HIV/AIDS, WASH, nutrition and health systems strengthening. Current funders include USAID, USAID/OFDA, BPRM, ECHO, DfID, UNHCR, UNFPA and several private foundations.

JOB SUMMARY
International Medical Corps wishes to hire a Monitoring & Evaluation (M&E) Advisor to support data collection, analysis, reporting and overall monitoring and evaluation of our portfolio across South Sudan.

Under the supervision of the Senior Program manager, the M&E Advisor will have overall responsibility for data collection, collation, analysis and reporting – both internal and external. The M&E Advisor will work closely with Field Site Managers and Program Managers to collect programmatic data (quantitative and qualitative), to build and manage appropriate databases, to analyze data in collaboration with program teams, to draft internal and external (donor) reports and to collaborate with program teams to use program data and information to strengthen programs and improve their quality and efficacy. The M&E Advisor will oversee the Reporting Officer and Data Manager.

ESSENTIAL RESPONSIBILITIES
•Prepare detailed performance monitoring and evaluation plans for each IMC-SS project, in collaboration with the relevant program staff, Senior Program Manager and Medical Director;
•Develop and implement appropriate tools for data collection, collation and analysis for each IMC-SS program;
•Provide technical guidance to the team through regular meetings and site visits to the field; ensure adequate staff capacity building; conduct trainings and workshops as appropriate
•Ensure that M&E data is incorporated into program planning and review processes on a monthly basis;
•Oversee data collection to ensure high-quality results for learning and donor reporting – both at the field and at the central level;
•Oversee data entry and analysis, ensuring a high degree of accuracy;
•Oversee evaluations, the writing of evaluation reports, and dissemination of results and recommendations;
•Ensure the timely submission of all internal and external reports;
•Provide advice to the team and stakeholders strategies to improve program components and activities;
•Support the development of project proposals – particularly performance monitoring plans and M&E sections;
•Other duties, as assigned.

Job Requirements:

•Degree-level qualification in Social Science, Public Health, Nutrition, Development Studies or a related field, including studies relating to research and statistical analysis; Master’s degree highly preferred;
•At least two years experience managing M&E in an international NGO context;
•Strong knowledge of donor reporting – particularly for USAID, OFDA, ECHO and UN agencies;
•Demonstrated experience in applying quantitative and qualitative/participatory research methods;
•Capacity to build the research and M&E skills of colleagues and community members;
•Ability to write clearly and concisely and to translate complex concepts into non-technical language;
•Operational knowledge of primary and secondary health care, WASH, nutrition and gender principles as they apply to development work;
•Excellent communication skills, including fluency in oral and written English;
•Excellent writing skills, and ability to produce high-quality documents for external audiences with minimal editing;
•Proficiency in using standard computer software, especially MS Office programs;
•Proficiency in using statistical analysis software, such as SPSS;
•Ability to manage multiple projects simultaneously and to meet deadlines under pressure;
•Highly flexible, and able to live/work in a challenging and highly demanding context; Able to work in remote field sites – sometimes for extended periods – with limited comforts;

LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
