PROGRAM BACKGROUND
IMC has been operational in Eastern Chad, since 2004. Since 2009, IMC has been supporting three health facilities in Iriba district. IMC also supports the Guereda District Hospital, in addition to operating health and nutrition programs in refugee camps of Mile, Kounoungou, Am Nabak, Touloum and Iridimi. In Iriba and Am Dam, IMC runs medical mobile clinics. IMC also supports the Am-Dam hospital, and other 4 MoH health
centres. IMC is currently implementing a program to improve the health and nutrition status of the community by providing lifesaving health and nutrition services as well as build resilience of the populations by implementing preventive activities impacting on the direct and underlying causes of malnutrition while strengthening the capacity of the local MoH to respond to further crisis.

JOB SUMMARY
The Sanitation and Hygiene Program Manager will be responsible for the management, coordination and support with regards to strategic planning, technical guidance, and capacity building in hygiene and sanitation promotion as part of a nutrition program in Eastern Chad. The incumbent is expected to play a lead role in designing and formulating an appropriate project approach and determine capacity building needs during the start up of a 12-months project.

The Sanitation and Hygiene Program Manager will work under the supervision of the field coordinators of Iriba and AmDam when in their implementation area, with a technical reporting line to the Programs Director and Global WASH Advisor, and coordinate his/her activities with relevant technical sectors in the country.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•Facilitate program start-up through the design, implementation and analysis of a baseline KAP survey and barrier analysis

•Design of an appropriate approach to hygiene and sanitation promotion based on above

•Assist in the hiring and development of qualified technical program staff to ensure quality and impact of project interventions

•Lead the internal cross-sectoral coordination (sanitation & hygiene, nutrition, health, M&E…) to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the sanitation & hygiene interventions

•Ensure that lessons learnt exercises are carried out as part of each project, and feed results back to Global WASH Advisor

•Work closely with the senior management and field teams to determine the operational needs of the program within the scope of the grant

•Represent International Medical Corps in relevant national and sub-national coordination meetings, and assessment missions as appropriate

•Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts

•Compile regular reports, ensuring statistics are correct and on time

•Ensures application and compliance of security protocols and policies by supervised staff

Job Requirements:

QUALIFICATIONS

•Master’s degree in Community Water and Sanitation, Public Health and/or in a relevant field of study

•Minimum of three to five years experience in the design, implementation and evaluation of sanitation & hygiene interventions (including practical experience in CLTS), of which at least two years in a complex emergency context

•Proven experience in the building and coordination of technical teams

•Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

•Profound knowledge of linkages between sanitation & hygiene and nutrition

•Ability to exercise sound judgment and make decisions independently

•Extremely flexible, and have the ability to cope with stressful situations and frustrations

•Ability to relate to and motivate staff effectively

•Creativity and the ability to work with limited resources

•Excellent decision making and leadership skills

•Team player and strong communication skills, both oral and written

•Proficient in computer applications

LANGUAGES
• Ability to speak English and French required
