JOB SUMMARY
This position will ensure the continued technical success of International Medical Corps’ current health care initiatives, and support the development of new, technically sound, and locally appropriate health programming. The selected candidate will provide technical support and expertise in the areas of technical design, program implementation and the ongoing improvement of International Medical Corps’ health care initiatives.
ESSENTIAL RESPONSIBILITIES
• Act as a liaison with local and regional officials, and UN and NGO agencies in the planning, coordination, promotion of, and support for existing International Medical Corps projects;
• Provide overall technical guidance and motivation to International Medical Corps program staff during field assignments;
• Support the development of concept papers, project proposals and responses to RFIs, RFAs and RFPs;
• Conduct needs assessments and feasibility studies as requested;
• Coordinate and conduct training of expatriate and national health team staff to improve and maintain high levels of program implementation utilizing the most current and locally appropriate methods;
• Assist the country teams in the compilation, consolidation, analysis and presentation of program impact data;
• Assist in coordination of the short and long range planning efforts of International Medical Corps’ international operations;
• Assists in formulation and administration of International Medical Corps’ strategies and policies;
• Monitor and evaluate program effectiveness through visits to project sites and evaluation of program reports, in coordination with the M&E Coordinator;
• Oversee the changes and adjustments in programs that are necessary to address changing health needs in the applicable region;
• Support the Regional Teams in the technical review of proposals and reports when requested;
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors;
• Other duties as assigned by the Regional Coordinator/Director of International Operations, Director of Health Technical Unit or Vice President of International Operations as outlined in the reporting section.
Terms of Reference for facilitator - Somalia health sector workshop
Location: Mogadishu
Duration: 12 days (schedule to be confirmed)
Reports to: IMC Regional Coordinator and IMC Somalia Country Director
Introduction:
At the request of the Minister of Health for Somalia, IMC are proposing to support a workshop with all relevant stakeholders to take stock of the current status of early recovery of Somalia’s health sector. This in turn will help to establish a framework which will inform the future strategies and initiatives for early recovery and health systems strengthening.
Aim of the workshop is as follows;
The aim of the workshop is to assist the Ministry of Health and Human Services to examine the current context within Somalia for the early recovery of the health sector; through conducting a preliminary assessment of the current status of stakeholders (i.e. government, UN, donors, and NGO) investment into health sector recovery. In the medium term, the aim is to develop an effective framework for health sector early recovery that reflects the priorities identified and lays the groundwork for forthcoming a health sector development plan. The objectives of the workshop include;
• To establish the lessons learned based on other fragile state contexts and thereby to map the initiatives invested for improving the health services for the population of Somalia;
• To undertake a gap analysis as well as exploring relevant synergies that can boost the health sector recovery.
Specific steps will include but are not limited to the following;
• Identify specific topic areas such as Management/ Leadership Capacity; Health information systems; Financial Management; Human resource management systems; aid coordination; supply chain management that are relevant for further exploration during the workshop based on mapping of the current status of the Somalia health sector;
• Explore the arrangements for service delivery for primary, secondary and tertiary healthcare including resource allocation, public private partnership and scale of program interventions.
Role of Facilitators
• Conduct a desk review to outline the current status of Somalia’s health sector including a brief stakeholder mapping of current implementing partner agencies;
o 2 days
• Facilitate a 3 day workshop with MOH and relevant partner agencies as per agreed aim outlined above;
o 3 days
• Conclude a synthesis of the findings of the workshop through a debrief with the MOH representatives and IMC management;
o 1 day
• Write a workshop report to delineate the workshop methodology, process, findings and roadmap for next steps.
o 1 day
Qualifications/Requirements:
• Health Systems specialist with relevant background in medicine, public health, health policy & planning;
• At least ten years of experience in policy, planning and technical assistance to Ministries of Health in post conflict contexts is essential;
• Experiencing of developing and facilitating high level workshops.
Timeframe
It is proposed to host a 2 day workshop by mid-June in Mogadishu. The consultant would therefore require at least 5 days preparation prior to the workshop and in addition 5 days following the workshop for completion of the report and follow up debrief meeting in Nairobi.
