health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
Haiti has been identified as a WASH-centric Mission while country needs married with donor interest point towards programming focus in this arena. As IMC works to achieve its goal of establishing a Mission that has the capacity to transition from primarily earthquake/cholera response to transitional and ultimately developmental programming, we require the technical assistance to build a robust technical specialty in this arena. As we position ourselves as health sector players in the development space, we will need to have technical capacity and programming around the most critical need the country faces today- WASH efforts.
1. Purpose of the Consultancy
The main purpose of this consultancy is to:
• Carry out a technical assessment providing a strategic look at the WASH and related Health Interventions implemented by International Medical Corps in Haiti,
• Identify the potential for future short-to medium term engagement for the purpose of proposal development based on the organization’s strength and experiences, as well as priority needs of the targeted beneficiary population.
• Train and Facilitate a Knowledge Transfer effort to a local long-term WASH IMC team member who is to be identified by the field team.
2. Scope of the Consultancy
The assessment shall carry out the following:
a. A technical assessment of the Haiti Mission as it pertains to WASH and related health care activities, as well as background research of country context to facilitate completion of problem analysis sections of future proposals.
b. Technical input in ongoing pursuit of funding opportunities including but not limited to guidance on assessments and recommendation of appropriate WASH activities.
c. A stakeholder analysis including: government (MSPP, DINEPA etc.), municipality officers, relevant Clusters, international and national NGO’s, target beneficiary community members and environmental organisations, to determine their level of involvement in planning and execution of missions, and their level of satisfaction regarding implementation procedures, standards of work and mission success.
d. Analysis of collected data and report preparation.
3. Deliverables
The assessment report shall include:
• a snapshot review of any relevant documents made available relating to the Haiti Mission,
• a technical evaluation of the Haiti WASH and related health interventions, with a description of any needs and gap identified,
• a proposal of areas where future engagement should be considered,
• a stakeholder analysis detailing International Medical Corps comparative weaknesses, strengths, opportunities and threats for future opportunities in WASH and relates health interventions.
QUALIFICATIONS
1) Revelent WASH technical qualification (engineering, public health or similar)
2) At least 5 yrs of professional experience in interrogative WASH programming in transitional contexts, including facility- and community-based disease outbreak response
3) Proven experience in WASH programme evaluation using participatory approaches
4) Familiarity with Haitian context
5) Demonstrated analytical and report writing skills
6) Ability to work independently and meet tight deadlines
7) Fluency in English, and French and/or Creole
LANGUAGES
• Ability to speak English required and French a plus
