JOB SUMMARY:
Under the direction of the Director of Health Policy and Practice, the Deputy Director will provide technical advisory support to International Medical Corps reproductive, maternal and child health portfolio in partnership with HQ and country program staff across Africa, Asia and Middle East regions. The Deputy Director, who will have a strong technical and managerial background, will also contribute to the Health Units’ strategic planning. Currently, the health technical team addresses the broader social determinants of health inclusive of technical advisory services in the fields of public health, reproductive health, gender based violence, mental health and psychosocial, water and sanitation and monitoring and evaluation. The position is full time and will report directly to the Director of Health Policy and Practice while also engaging with the other key department managers including, Operations, Program development and policy/advocacy leaders in both IMC US and UK offices.
Program Development
• Support the development of health assessments, design, planning, implementation and monitoring of programs for reproductive, maternal and child health interventions;
• Provide technical input for program development and participate actively in writing of funding proposals, reports and external communications for International Medical Corps global for reproductive, maternal and child health;
• Further develop and implement guidelines, protocols and standard setting for health interventions, including roll-out at field level in order to achieve the highest quality of program interventions;
• Develop, implement, and replicate innovative strategies to link reproductive and maternal and child health with other health services, such as mental health and psychosocial care, water sanitation and hygiene, nutrition, HIV/AIDS prevention and care and gender based violence in collaboration with other International Medical Corps staff;
Capacity Building and mentorship
• Supervise the public health team under the Health Technical Unit while maintaining close association with the Director of Health Policy and Practice;
• Participate in the management (including the hiring, supervision and appraisal) of reproductive, maternal and child health technical HQ and senior field staff;
• Contribute to the professional development of field and HQ technical staff through training, mentoring, and assisting with professional advancement on reproductive and child health program interventions;
• Support field and HQ teams for the development, preparation and dissemination of publications related to reproductive and maternal and child health including technical papers, documents, guidance notes and communications materials;
Representation and Communication
• Represent International Medical Corps at relevant technical coordination fora, donor meetings and with academic health institutions, as well as sharing evidence and best practice through formal and informal channels;
• Participate in networking and knowledge management with a view to identifying and facilitating partnership opportunities;
• Develop quarterly workplans and reports to share within International Medical Corps HQ and with the global technical team;
• Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.
QUALIFICATIONS:
• Relevant masters degree in public health or related field;
• At least 10 years experience in design and implementation of health programs in developing countries, including at least 5 years in a senior technical or management position;
• Demonstrable technical expertise and working knowledge of reproductive, maternal, neonatal and child health, preferably in both conflict and post-conflict environments;
• Experience in program development including proposal writing for grants and RFAs;
• Demonstrated creativity, ability to apply innovative thinking and problem solving skills;
• Fluency in written and spoken English and fluency in French or Arabic is desirable;
• Strong computer skills including Word, Excel, PowerPoint and SPSS.
Eligible to work/reside in US and locate to Washington DC is essential.
Language skills desireable include French or Arabic
Ability to travel at least 30% of time is essential.
Ability to represent at high level meetings and donor/technical forums is essential.
