PROGRAM BACKGROUND
International Medical Corps has been providing emergency medical, nutritional as well protection assistance to Sudanese refugees and local host conflict affected people in Haute-Kotto and Vakaga region since 2007. While providing basic primary health care services to the beneficiaries, International Medical Corps also focuses on capacity building of existing human resources, in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.

JOB SUMMARY
Reporting to the Medical Director, the Programs Manager will support the team working directly on the ECHO Project in Bria. He/she will be monitoring project implementation and will be responsible for the implementation of the workplan, ensure break down on weekly work plan and monthly compilation of the work plan activities, and measure achievement of the target indicators based on the log frame results. The program Manager will closely monitor the spending on the project, ensuring that project spending and cost allocation are done accordingly with the pipelines. The Program Manager will be responsible of the Project Cash forecast, cash request in coordination with the program team and Senior Management in Bangui. The Program Manager will also collect and classified means of verification related to the ECHO Project. The Program Manager will assure the work quality based international standard. S/he will be responsible for writing briefing notes, updates and reports.

ESSENTIAL RESPONSIBILITIES
• Responsible for the implementation of the Primary Health Care ECHO funded intervention in Bria
• Provide monthly break down of work plan activities, and allocation of budget according to the workplan
• Conduct monthly review of indicator results and provide feedback to the field team
• Provide technical orientation, and training to the field team
• Conduct site supervision visit on weekly basis
• Design in coordination with the team in Bria and Senior Management in Bangui the monthly cash request, monitoring the spending and allocate cost as per the pipeline.
• Supervise Rehabilitation work,
• Establish and maintain consistent and efficient communication with technical, financial and programmatic stakeholders;
• Ensure timely reporting on project
• Provide strategic direction for future programming
• Network with local partners, NGOs and other stakeholders

Job Requirements:

QUALIFICATIONS
•Post graduate level education in management, Medical, public health or closely related social science;
•Familiarity with working in a stressful environment and tight deadlines;
•Proven ability to deliver tangible products, and on time
•Demonstrated skills in proposal development, project development, reports writing;
•Demonstrated experience in conducting baseline assessments and reporting
•Demonstrated experience in project management and financial monitoring
•Solutions oriented with demonstrated analytical/operational skills.
•Knowledge and practical experience of IMC’s key donors – USG (PRM, OFDA, USAID), UN-agencies (UNHCR, UNICEF, WFP), European donors (ECHO, EU, SIDA…) is preferred
•Willingness to travel to and work in remote and/or insecure areas and conditions.
•High level of familiarity with computer word-processing and spreadsheet essential, required
•Language requirements: Fluent French speaking and writing is a requirement, English and French speaking and writing will be an asset.

LANGUAGES
- Ability to read, write, analyze and interpret, technical and non-technical in the English language.
- Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
- Ability to speak French language is required.
