PROGRAM BACKGROUND
Finance Manager will be based in Sudan Darfur with frequent travels to all other field sites in Darfur where IMC is working in, this includes but not limited to Zalingie, El Genina, Garsilla, Mukuja, and Um Dhukum. The Finance Manager will generally ensure the both IMC internal control policies and Donor are adhered to in utilization of the Donor funds.
JOB SUMMARY
The Finance Manager oversees the day-to-day financial and administrative activities of one program or program site including human resources administration, finance administrative activities and reporting.
ESSENTIAL RESPONSIBILITIES
1. Accounting and Finance Management
• Assist the Finance Administrative Director with day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedures
• Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
• Suggests formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes
• Ensures the maintenance of accurate records of financial transactions of the country office (main and field offices) in order to monitor financial status of all project activities
• Assists with the management of the country finance department to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports
• Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
• Maintains the system of accounts ensuring all accounting data are updated, reconciled and fully supported
• Oversee training of finance staff and provide technical support to country program and logistics
• Assist and or prepare budgets
• Present & facilitate review of actual to budget expenditures with Country Director and program managers
• Provide recommendations for budget realignments as required
• Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation
2. Human Resources Management
• Ensure compliance to local labor laws
• Assist with the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors
• Maintain open lines of communications with all field staff
3. Training/ Capacity Building
• Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
• Advocate and plan for professional development for national staff
4. Working Relationships
• Maintain frequent communication with Finance Administrative Director to ensure finance activities and objectives are communicated
• Work with program and logistics staff to ensure the coordination of programs are within budgeted targets
• Attend coordination meetings which are relevant to country activities
• Interface with national government and relevant agencies to ensure compliance with varying government regulations when necessary
5. Representation
• Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors
• Participate in donor meetings and communicate relevant information to Finance Administrative Director and Country Director
• Assist in activities to ensure maximum visibility of the agency amongst the NGO community
• Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
6. Security
• Ensures application and compliance of security protocols and policies
• Facilitates emergency and non-emergency security expenditures
SPECIFIC RESPONSIBILITIES:
Finance and Accounting
I. Ensuring complete Compliance of Donor and organizational policies in funds utilization in the field sites
II. Ensuring Staff training in all the field sites both in Finance and HR
III. On monthly basis, ensuring all the funds transfers are done from either Nyala or / and Genina on timely manner while observing complete compliance with IMC internal transfer procedures.
IV. Overseeing training for Finance, HR and logistics Staff and provide technical support to program staff in terms of donor compliance, interpretation of pipeline reports and approval for procurements.
V. Participate in the preparations of final monthly accounts, Donor reports.
HR functions:-
I. Supervise the HR functions in the field, giving specific directions in compliance with the local labor law, and IMC policies.
II. Maintain open door policy with the field offices and Khartoum coordinating office for smooth running of the program.
III. Contribute to creation of formal and positive organization image and general credibility of the organization in the field levels.
IV. Any other duty which may be assigned by the supervisor..
QUALIFICATIONS
• A university degree in Accounting or Business Administration
• Minimum 3 years experience in a non-profit organization, including an extensive experience in the administrative and financial management of overseas programs
• Extensive experience in working with computerized accounting systems, preferably ACCPAC
• Experience in working with a large national staff team
• Must be able to carry out responsibilities independently with minimal technical support from within the organization
• Knowledge of varied donor financial regulations
• Extensive experience in working with computerized accounting systems, preferably ACCPAC
• Experience in managing procurement and logistical procedures and policies
• Proven leadership qualities required
• Strong negotiation, interpersonal and organization skills
• Can function effectively in a loosely structured work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
QUALIFICATION REQUIREMENTS:

I.) Education and/or Experience
a) Bachelor/Masters degree or professional Accounting qualification, with at least 4-5 years experience in grants management in a non-profit organization; some working experience in field sites particularly in conflict and post conflict areas; strong interpersonal skills and ability to work as a team member; Well-developed communication skills.
a) Good understanding/experience of working on a reputable accounting softwares, advanced user of spreadsheet programmes. Experience using ACCPAC software is preferred, but not compulsory.
b) Knowledge of USAID grant , ECHO and contract rules and regulations
II.) Skills and Abilities
a) Must be comfortable in being a proactive member of the senior management team.
b) Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions
c) Ability to read, analyze, and interpret technical procedures, or governmental regulations / tax laws.
d) Ability to define problems, collect data, establish facts, and draw valid conclusions.
e) Ability to adapt to conflicting deadlines and priorities established by finance demands.
f) Understanding of health and development concepts in developing countries.
g) Satisfactory organizational skills.
h) Excellent verbal and written skills in English are required
i) Flexible, and have the ability to cope with stressful situations and frustrations.
j) Satisfactory decision making skills.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand; use hands to handle or feel objects, tools, or controls and talk or hear. The employee will be frequently required to walk, occasionally required to sit and reach with hands and arms.
WORK ENVIRONMENT:
The work environment in the field site office involves everyday risks or discomforts requiring normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated.
LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
