Program Summary:
International Medical Corps is seeking a Chief of Party (COP) for a proposed USAID-funded Kenya Arid Lands Disaster Risk Reduction – WASH Program in Kenya. This is a two-year cooperative agreement with an aim of assisting the Kenyan government and communities to increase resilience to drought and flash floods while simultaneously increasing access to improved water supply and sanitation services, and improving hygiene behaviors, for poor and vulnerable populations in the arid counties of Kenya. Program objectives include (i) increasing water storage capacity in arid lands, through improving natural and artificial storage, (ii) improving WASH conditions at health facilities and nutrition centers frequently utilized during emergency response and (iii) improving access to safe drinking water sources, improving access to and usage of point of use water treatment products, promote good hygiene behaviors and use of sanitation facilities as a means of reducing diarrheal disease in areas with recurrent emergency levels of malnutrition and around areas of improved water storage.

Job Summary:
The COP will provide strategic vision and leadership for the program in order to achieve program goals and objectives, including managing a consortium of five NGOs, managing the program implementation plan, reporting and analyzing budgets, managing field officers and staff, and ensuring transparent and effective communication in the consortium. The COP will manage coordination mechanisms with relevant stakeholders, serve as the key liaison with USAID, HQ, government officials, the private sector, local and international NGOs, implementing partners, and community members.

Under the supervision of the Kenya Country Director, the Chief of Party will:
• Act as the overall lead for the above named DRR - WASH program; oversee the work of the staff in the program. Ensure that the work of each consortium partner is implemented well and on time.
• Serve as team leader charged with the day-to-day execution of the program; undertake the timely deployment of program needs to ensure program success and attainment of desired results/indicators.
• Oversee the production, review, analysis, and evaluation of technical reports including the preparation of technical and programmatic reports to USAID, implementation plans, abstracts and manuscripts, etc and other relevant materials and facilitate dissemination of good practices;
• Work closely with the donor to ensure compliance with programmatic targets and deliverables;
• Coordinate and oversee the collection of data and other M&E processes, in collaboration with the M&E team;
• Provide support in facilitating technical collaboration and coordination activities with the Government, Donors and other NGO partners;
• Attend sector meetings in Nairobi, and liaise closely with potential partner organizations;
• Conduct regular technical assessments and monitoring visits to the program sites throughout Kenya;
• Review and adapt International Medical Corps policy and plans as well as national policy and implementation plans linking them to IMC’s response strategies and annual operations plans

Job Requirements:

• A minimum of 7 years of senior management and professional experience developing and managing WASH programs in developing countries is required.
• Prior experience in Eastern or the Horn of Africa is required; Experience in Kenya would be an asset;
• In-depth knowledge of USAID programmatic, compliance and reporting requirements;
• Prior experience working with pastoralist communities is strongly preferred;
• Prior experience or knowledge of Disaster Risk Reduction and resilience programs is preferred;
• Proven strong leadership skills and experience in leading a consortium of NGOs and a multidisciplinary team;
• Excellent communication skills to liaise, negotiate and advocate with Governments, donors/potential donors and key stakeholders including other implementing agencies;
• Proven ability to write technical reports, reviews, program/project documents, concept notes/proposals and conduct presentations by clearly formulating/articulating positions on issues and defending recommendations;

• Ability to multitask and handle competing priorities;
• Fluency in written and spoken English;
• Proficiency in MS Office;
• Cultural sensitivity
