PROGRAM BACKGROUND
International Medical Corps has been operating programs to support refugee populations in Sexual and Gender Based Violence, nutrition, and water and sanitation. Mental health will now be added to our portfolio of services provided.

JOB SUMMARY
Manage a mental health program for refugees, based in Dolo Ado, Ethiopia.

ESSENTIAL DUTIES AND RESPONSABILITIES:
1. Oversee all activities related to mental health in the refugee camps
2. Directly supervise the deputy mental health program manager and mental health program officers
3. Support deputy mental health program manager to take on progressively more responsibilities
4. Train select trainers and primary health care (PHC) staff to identify and manage those with mental or psychosocial disturbances through regular seminars, on-the-job training and regular supervision
5. Assist the PHC staff in creating a clinical mental health service that is integrated into their working week, through specially allocated clinical time or an equivalent mechanism.
6. Respond to psychiatric emergencies in conjunction with PHC staff.
7. Keep a comprehensive audit of all clinical work conducted and train PHC staff to similarly audit their work in order to provide comprehensive patient contact and management data.
8. Collaborate with indigenous healers and discuss ways of providing more integrated mental health services.
9. Provide skills based training and on the job supervision and support to deputy mental health program manager and mental health program officers an oversee training and capacity building of refugee volunteers
10. Support and assist in training of refugee volunteers in mental health and psychosocial support
11. Organize public awareness and de-stigmatization campaigns around mental health issues with support from local staff including refugee volunteers
12. Support refugee volunteers in the development of psychosocial activities in the community attached to the PHC programme
13. Assume responsibility for monitoring and reporting on the work to demonstrate the extent to which the indicators listed in the proposals are being met.
14. Liaise effectively with IMC global mental health advisor to provide training materials and tools for review, send regular technical reports (quarterly) and receive input on development of materials.
15. Coordinate project monitoring and evaluation activities, with attention to record of lessons learned through evidence-based practice for the purpose of project replication or expansion.
16. Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards
17. Help in the promotion of IASC guidelines
18. Represent IMC as requested in various for a including cluster and working group meetings
19. Work collaboratively with other agencies, local and international and with relevant government bodies

Job Requirements:

• Medical degree in Psychiatry from accredited University, has completed residency and holds current license/registration to practice medicine
• Three to Five years of clinical experience including community mental health
• At least 2 years previous experience working in a humanitarian context is required.
• Experience in facilitating psychosocial activities.
• Excellent training experience and skills, including on the job and formal training.
• Strong organizational and supervisory skills
• Ability to work with a broad spectrum of people from different cultural backgrounds
• Excellent communication skills
• Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources.
• Must be able to write technical reports in English and meet reporting deadlines.


SPECIAL CONDITIONS
• Dolo Ado is very remote with basic living conditions.
