Objectives
International Medical Corps is currently undertaking a project to build the capacity of the Ministry of Social Affairs to improve access to basic case management, protection and social welfare services to vulnerable children and families at risk of or exposed to violence. The project includes 16 days of formal training for social workers in Benghazi and Tripoli with follow up trainings conducted at their workplaces. In addition, social work trainees are developing community mapping directories and IEC materials to raise awareness of their roles to other professionals and the general community.

While social workers’ knowledge and skills have been developed throughout the training cycles, a significant barrier identified by participants and facilitators has been the absence of any formal or informal systems to assist in the protection of children. Social workers in different institutions can be likened to islands; as they generally operate independently of the justice system, health system, schools, and/or religious communities. Following community mapping the next step that has been identified as a priority by trainees and facilitators is the development of networks of professionals to support vulnerable children and their families.

The main objective of the child protection consultant will be to facilitate these initial gatherings of child protection actors from different sectors in Benghazi and Tripoli to generate networks and build consensus to protect children in Libya.

Deliverables
1. Facilitation of two workshops in Benghazi and Tripoli to assist in consensus building and the development of regional child protection platforms
2. Summary of key-findings and recommendations (maximum 4 pages)

Breakdown

1. Review of key documents (ie: Libyan Child Protection legislation, assessment documents, SW capacity assessment, etc (3 days)
2. Meetings with MOSA and other key stakeholders in Benghazi (3 days)
3. Child Protection Workshop in Benghazi (3 days)
