PROGRAM BACKGROUND
International Medical Corps has been providing critical emergency medical services for conflict-affected residents of South and West Darfur since July 2004. IMC has implemented a range of services to meet the needs of the targeted population of over 533,000 who have been severely traumatized by the region’s ongoing violence.
IMC operates twenty-two primary health care centers aimed at improving access to health care services, nutritional assistance, and clean water in South and West Darfur, in the communities of Nyala (South Darfur), Al Geneina (West Darfur), Garsilla, Zalengei, Mukjar and Um-Dakuun(Central Darfur).
JOB LOCATION: This position is based in Nyala.
JOB SUMMARY
The DCD - operations works in International Medical Corps’ Nyala office which is the support hub office for projects in Darfur. The DCD is part of the Senior Management support team charged with improving general operational aspect of the country program.
Regular travel to field sites will be essential to the proper functioning of the role. In addition, the DCD must work closely with the Program Director, Logistic Coordinator/Operations Manager, Medical Coordinator, M & E coordinator, Site Managers and the International Medical Corps’s coordination Office senior staff in Khartoum to coordinate on all actions related to International Medical Corps Sudan programs. Under the supervision of the Sudan Country Director, the DCD - operations is responsible for a wide range of technical and program related issues as described below:
Essential Responsibilities:
1. Policies procedures and coordination
• Ensure functional operational support is in place in all sites to achieve results across program sectors and Implement IMC global operational policies at a national level.
• Review IMC operational policy manuals including HR policy were need be and devise a plan for updating them and ensure their consistent enforcement. Identify operational policy voids and develop new policies as needed.
• Ensure compliance with donor regulations with regard to the supply chain and develop an annual operations plan with regular follow-up of department or project heads.
• Coordinate across operations units, across field sites and with programs and finance departments.
• Support the Field site Managers through regular visits and remote support.
2. Position Specific – Management
• Coach, mentor, supervise and give timely feed backs to Operations Manger, Site Managers, logistic coordinator and other field operation staff.
• Assist in overseeing program implementation, fiscal management and both expatriate and national technical staff and report regularly to the CD.
• Oversee program operations and reporting, ensuring compliance with Donor regulations and local laws
• Assist the CD in the preparation of annual work plans and budgets
• Assist the CD in overseeing the recruitment, training, and supervision of non technical staff
• Provide inputs and assistance to programs with particular reference to financial management and reporting systems
3. Position Specific – Logistics/IT
• Responsible for all facilities management of the International Medical Corps Offices, oversight and control of local and international procurement systems and procedures respected throughout the International Medical Corps offices
• Verify that country logistics policies are appropriate, documented, disseminated and required monitoring processes are effective.
• Provide supervisory assistance to the Operations Manager/ Logistic Coordinator to ensure the office facility functions smoothly. (Power, Internet, Cleaning etc)
• Assist Operation support staff in working effectively with other units to improve planning and resource utilization.
• Undertake periodic system reviews of procurement, vehicle & fuel, asset, warehouse/inventory, suppliers and vendor contracts and communication systems to identify areas for improvement and compliance with IMC policy.
• Assist the operation manager/logistic coordinator in dealing with local vendors and subcontractors for internet, vehicle rental, vehicle insurance, security, legal assistance and other needs relate to the landlord and obtain necessary action from him, as per the rental agreement
4. Budget & Finance
• Oversight and control financial of field transactions by ensuring smooth and transparent financial systems and operations implemented throughout the International Medical Corps offices.
• Produce content for new budgets covering operational requirements and provide advice on operation related budgeting, including a capital equipment replacement plan,
• Maintain close working relations with the Finance and Admin director to ensure full and coordinated support to operations.
• Oversee grant operations budget lines.
5. Administration and Human resources
• Ensure that operations staff has annual performance plans and evaluations
• Serve as focal point person for investigation into policy violations. Follow up on accusations of employee misconduct and advice on potential discipline.
• Within the organization and in collaboration with the HR, identify staff knowledge areas that require strengthening and work with supervisors and staff to provide the appropriate training, with a goal of contributing to staff retention.
• Ensure all necessary support for the functioning of the office, including external relations with the government, is in place.
6. Security
• Serve as security focal point for the country program by attending meetings and gathering relevant information.
• Ensure that the Security Management Plan and SOP’s are regularly updated. Support CD in troubleshooting specific security incidents.
• Provide management support and oversight in implementing security policies and procedures. Ensure staffs are trained in basic security procedures.
• Ensure all office and residential locations are safe and secure.
7. 6. Representation
• Represent IMC and liaise with local and national authorities, UN, NGO, and donor agencies to promote IMC programs, facilitate successful coordination of activities and ensure transparency
• Interface with national government and relevant agencies to ensure mutual understanding of programs and maximize resource distribution and allocation of available funds
• More generally, the DCD is expected to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMC’s mandate, ethics, values and
stand-point with regard to other actors
QUALIFICATIONS
• 5-7 yrs of project management experience (management, planning, staff development and training skills) in emergency / development programs
• Significant experience in development programs, mainly in the health field (Health policy, health reforms)
• Comprehensive knowledge and working experience with USAID, World Bank, EU, DfID and other donors;
• Minimum financial management including preparing and managing budgets, banking activities, contracts and negotiations
• Experience in developing and managing procurement and logistical procedures and policies
• Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
• Strong writing, presentation and program development skills;
• Fundraising and representational experience
• Proven capabilities in leadership required
• Strong negotiation, interpersonal and organization skills
• Advanced degree in public health preferred, will consider candidates with applicable field experience
LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
