PROGRAM BACKGROUND
International Medical Corps began working in South Sudan in 1994, ten years before it signed a peace accord with the north. Today, we work with the Government of South Sudan to strengthen local health care capacity and deliver health services to nearly half a million South Sudanese. Through nearly 50 health facilities in urban and rural areas, we provide basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation. To address South Sudan’s acute health worker shortage and foster self-reliance in this newly independent nation, we train health professionals and community volunteers.

JOB SUMMARY
The Deputy Country Director (DCD), under the guidance and direct supervision of the Country Director (CD), is responsible for the planning, design, implementation, supervision, and expansion/development of the South Sudan program portfolio. The DCD oversees the technical and program teams, including the Medical Director, Program Managers/Directors, Technical Advisors and the M&E team. The DCD is responsible for ensuring that all programmatic deliverables are met, that programs remain on schedule, that program quality is assured, and that staff have access to all necessary technical resources.

ESSENTIAL RESPONSIBILITIES
1. Programs
•Effectively manage South Sudan programs, including planning (particularly quarterly and annual workplans), implementation, monitoring, evaluating, and reporting;
•Represent IMC and liaise with local and national authorities, UN, NGO, and donor agencies to promote IMC programs, facilitate successful coordination of activities and ensure transparency;
•Report regularly to the CD, providing timely updates of all situational and project developments
•Together with senior program and technical staff, ensure implementation is consistent with program goals;
•Oversee the monitoring, evaluation and reporting of all program activities and progress – both internally and externally;
•Oversee the preparation of quarterly and annual workplans and budgets;
•Lead new program start-ups, including recruiting/hiring new staff, opening new offices, project planning and other key project launch activities;
•Support in-country program development, including leading assessments, drafting proposals and supporting documentation, and liaising with donors and partners on a regular basis.

2. Management
•Directly manage the senior program team, overseeing the development of workplans, monitoring progress against workplans and targets, and overseeing their management of program staff in Juba and in the field;
•Oversee program operations and reporting, ensuring compliance with donor regulations and local laws;
•Oversee the recruitment, training, and supervision of all program/technical staff;
•Ensure proper utilization of grants – in line with programmatic and fiscal commitments.

3. Finance
•Provide technical inputs and assistance to programs with particular reference to financial management and reporting systems;
•Provide assistance to program staff and senior management team in the preparation and revision of proposal budgets;
•Participate in monthly program expenditure reports review or “Program Pipeline Analysis” of all active donor grants. This function includes coordinating with country office senior management team and program staff as regards to future projections, including discussion of issues, which might have negative impact on the program’s completion
•Support Finance Department on compliance with International Medical Corps’ established financial policies and procedures, as well as donor specific rules and regulations.

4. Human Resources
•Assist the CD with the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors;
•Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff;
•Ensure that all program staff understand their roles and responsibilities, and that these are accurately reflected in position descriptions;
•Lead capacity building efforts for all program/technical staff, in coordination with senior management team;
•Maintain open lines of communications between yourself and all field staff.

5. Working Relationships
•Reports to the Country Director;
•Supervises the Medical Director, Program Managers/Directors (currently three), and M&E Advisor;
•Works alongside the Finance Director, Security Manager and Logistics Coordinator to ensure the coordination of IMC programs in South Sudan;

6. Representation
•With the Medical Director, coordinate closely with State and County health officials to ensure mutual understanding of programs and to maximize the impact of IMC health, WASH and Nutrition programs across South Sudan;
•Participate in Health Cluster, Nutrition Cluster, Health Forum and other coordination meetings on a regular basis;
•Ensure maximum visibility of IMC’s work and results with the donor and NGO community in South Sudan;
•Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.

Job Requirements:

QUALIFICATIONS
1.Extensive experience (at least 5-7 years) in international humanitarian operations management at a senior level;
2.Academic degree – MPH or other relevant master’s degree in a relevant subject (epidemiology, management, etc.);
3.Strong technical knowledge in several of IMC-SS’s main technical areas: primary health care, secondary health care, emergency/disaster care, nutrition, WASH, HIV/AIDS, health systems strengthening;
4.Experience managing senior program staff, including overseeing senior expatriates;
5.Solid experience in managing complex humanitarian programs, including developing workplans, M&E, supervision, personnel management, reporting and troubleshooting;
6.Experience managing multi-million-dollar budgets; understanding of and ability to create and manipulate budgets (in Excel), as well as a strong understanding of program pipelines and program financial management;
7.Knowledge of an direct experience with donor rules, regulations and reporting standards (particularly USAID/OFDA, ECHO, OCHA, CDC and DfID);
8.Strong organizational and problem-solving skills;
9.Strong interpersonal, management and leadership skills;
10.Ability to work in participatory manner with staff to assess needs, implement and monitor activities;
11.Ability to integrate and work well with a diverse multicultural team;
12.Ability to work in harsh condition, often in remote areas;
13.Proficiency with MS Word and Excel (minimum requirement).

LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players

• While performing duties of the job, the employee frequently works in precarious and remote places. South Sudan is a country with internal and external conflict, severe inflation, terrible infrastructure, and limited access to goods/services found in other, more developed countries.
