Job Description:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

PROGRAM BACKGROUND

The influx of refugees into South Sudan since the start of 2012 has continued to rise dramatically as conflict and hunger in Sudan’s Blue Nile State drive record numbers across the border into South Sudan. The highest numbers have been recorded in Upper Nile State; latest UNHCR estimates indicate more than 110,000 refugees are in Maban County alone.

Jamam camp flooded on June 26, 2012 and UNHCR has started the relocation of the Jamam refugees to Gendrassa, a new camp near the Yusuf Batil camp. More than 4,000 refugees have been relocated thus far with a remaining estimated 26,000 left that need to be relocated to Gendrassa.

International Medical Corps has been in Maban County since late May 2012 and have provided emergency health and nutrition services to the refugees at the previous transit sites, Yusuf Batil and Jamam camp. International Medical Corps is now providing life-saving services in Gendrassa, where malaria cases continues to rise and there is an increased risk of cholera and other communicable disease outbreaks due to the worsening rainy season.


Responsibilities:

Reporting:
• Ensure reporting procedures are in place according to each donor
• Ensure staff are aware of timings and information required for reporting
• Compile initial reports for donors

Programme Development and implementation:
• Assist with writing proposals for prospective donors
• Ensure implementation is on track
• Work with the M+E officer to ensure a smooth transition and continuation of the accountability and data collection mechanisms when the M+E specialist leaves
• Ensure collaboration with the Juba M+E officer and a free flow of information
• Compile and disseminate sit reps twice a week
• Ensure a holistic approach to programming
• Assist with technical support on programmes where needed or requested
Administration:
With the finance officer where necessary
• Ensure all staff pay for meals and keep payment register
• Ensure local staff have contracts and IMC rules and regulations are followed
• Ensure incentives paid to staff are standardized across the programme

Other duties as assigned by the Team Leader

Job Requirements:

QUALIFICATIONS
• Master’s degree in Public Health, International Development and/or in a relevant field of study
• Two to three years experience in program design and evaluation, of which at least one year in developing countries or resource deprived environment
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Cross-cultural awareness and insight into health care issues
• Ability to exercise sound judgment and make decisions with limited supervision
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate local staff effectively
• Creative and able to work with limited resources
• Team player and strong communication skills, both oral and written
• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
