JOB SUMMARY:

The Monitoring and Evaluation Officer, working as part of International Medical Corps’ Maban refugee response, provides technical support and assures quality standards. The M&E Officer in collaboration with programs in Maban actively monitors health related statistics, tracks indicators, compiles data, and drafts reports. The M&E Officer develops and implements M&E and accountability tools. This position works closely with International Medical Corps technical staff to implement new and established techniques. Assisting in proposal and new program development, the M&E Officer position is a versatile role.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Consolidate daily statistics from health, nutrition, WASH and other sectors analyzing cross-cutting indicators;
• Collate situational analysis for regular reports;
• Support teams in communicable disease surveillance;
• Disseminate qualitative and quantitative weekly results using an established dashboard system;
• Collaborate with program managers in data quality maintenance;
• Conduct camp and program site visits for real-time monitoring;
• Assist in training of national and expat staff on routine monitoring procedures to ensure program quality;
• Collaborate with the M&E Advisor in Juba to streamline qualitative and quantitative information sharing at the national level;
• Use HAP/SPHERE sources to ensure functional accountability measures;
• Monitor complaints and feedback mechanisms among stakeholders;
• Perform other tasks as assigned by Team Leader and M&E Advisor.

Job Requirements:

QUALIFICATIONS:
• Masters level or higher degree in epidemiology, public health, social sciences, health information management, biostatistics or a related discipline;
• Extensive experience in quantitative and qualitative data collection/survey design, implementation and analysis;
• Competent in qualitative approaches primarily in WASH, nutrition, and health;
• Experience using databases and other data collection tools for information management;
• Competent in MS Office and experience using statistical packages such as SPSS, EPI-info, STATA, Arc-GIS, etc.;
• Excellent oral and written communication skills and ability to effectively communicate technical material to both expert and lay audiences;
• Strong organizational and time management skills and capacity to coordinate work across multiple sectors;
• Demonstrated strategic thinking and analytical skills;
• Willingness and ability to live in a challenging environment
• Fluency in written and spoken English is essential.
