Position Summary:

International Medical Corps is seeking a WASH Officer to work on ensuring delivery of quality emergency WASH services in health facilities in a refugee camp in North-West South Sudan. S/He is responsible for the management of facility-based water, sanitation, and hygiene promotion activities as part of a CHF-funded project. The WASH Officer will work in close collaboration with colleagues from various sectors and organizations working in the refugee camp to ensure effective relationships and adherence to agreed standards.
Project activities include establishing and supervising of infection control measures in an Isolation Unit, Primary Health Care Clinic, Oral Rehydration Points, decentralized health and nutrition posts and other facilities. The WASH Officer assures water supply, disinfection regimes, preparing of chlorine solutions for various purposes, hand-washing stations, excreta disposal, and solid as well as liquid and medical waste management.
The main objectives of the role include planning and management to prevent and isolate diseases transmitted by contaminated water or poor hygiene within facilities IMC runs or supports.

RESPONSIBILITIES

Technical Quality and Program Development

Provide technical and management leadership to the WASH interventions in accordance with best practice and organizational policies and guidelines.
Ensure that technical quality and standards are adequately considered during project implementation.
Set up technical monitoring and evaluation exercises during and following implementation.

Project Cycle Management
Plan the various stages of project implementation including work plan, staffing, cash projection, procurement plan, etc., and coordinate any changes in a timely fashion with relevant colleagues and departments.
Liaise pro-actively and effectively with all internal and external counterparts.
Regularly assess the activities undertaken and ensure efficient use of resources and timely progress.
Draft narrative reports as assigned.
Maintain regular communication with the relevant hierarchy on project progress and planning.

Staff Supervision & Development
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform theirduties.
Train and supervise local staff including disinfectors, sprayers, guards, cleaners, ambulance drivers in infection control.
Train a national staff counterpart to maintain hygiene standards at all times.
Identify staff performance issues and work with the supervisor to document and address these in accordance with the relevant policies.
In cooperation with the relevant Security Focal Point, monitor the local security situation and inform the Country Director or Field Site Manager of developments through regular oral feedback.

Other
Identify Best Practices and Lessons Learned, and share with Global WASH team.

Job Requirements:

REQUIREMENTS

Professional degree in water and sanitation engineering, public health, infection/outbreak control or relevant technical specialization; Masters level education preferred.
At least 2 years professional experience in design and implementation of infection control interventions in health facilities.
Experience working with hazardous chemicals including HTH.
Prior experience working in emergency settings or insecure environments; outbreak preparedness and response experience preferred.
Strong program/technical and budget management, planning, reporting, monitoring and evaluation skills.
Promotes teamwork, and is comfortable in a multi-cultural environment.
Experienced in the safe preparation of disinfection solutions for various purposes. PPE (personal protective equipment) management: needs, distribution, management, maintenance, disposal (this is to reduce the health risk of the staff all).
Skilled in decontamination practices, casualties management, WASH stock management, isolation and exposure prevention, exposure follow-up.
Capable of identifying needs for surge capacity response and coordinating during scale up.

LANGUAGE

Fluency in English required. Arabic is an advantage.

WORK ENVIRONMENT

The WASH Specialist will be based in Maban, Upper Nile State, South Sudan. Living conditions are rural and basic and work includes extensive time walking throughout a refugee camp. Strict adherence to security guidelines is required. This position is non-accompanied.
