Position Summary:

International Medical Corps is seeking a WASH Specialist to work on ensuring delivery of quality emergency WASH services in South Sudan. S/He is responsible for all health facility and community based water, sanitation, and hygiene promotion activities within a camp-based ECHO/UNHCR-funded integrated project. The WASH Specialist will work in close collaboration with colleagues from the medical and nutrition sectors to ensure timely, effective and high quality implementation.

International Medical Corps’ project includes the construction of 150 semi-permanent latrines and related sanitation promotion activities, the implementation of WASH services at health and nutrition facilities (including construction of facilities, and hiring, training and management of staff), and various preparedness activities for communicable outbreak response in Gendrassa refugee camp.
The main objectives of the role include the planning and management of the WASH components of this project, the building, supervision and management of the WASH project team, oversight of all contractors and partners engaged in the implementation and coordination with relevant stakeholders and actors. The goal of the position is to ensure the actioning of high quality and appropriate WASH activities within Gendrassa refugee camp in compliance with international standards and current best practice.

RESPONSIBILITIES

Technical Quality and Program Development

Provide technical and management leadership to the WASH interventions in accordance with best practice and organizational policies and guidelines.
Ensure that technical quality and standards are considered during project implementation: Collect technical information and analyse associated opportunities and risks; Identify relevant technical authorities and partners, and propose formal partnership and/or contracts.
Undertake quality control: Analyse technical added-value and project impact; Set up technical evaluation exercises during and following implementation.
Represent in external WASH and related forums as agreed with supervisor.
Based on assessments and strategy; draft technical proposals and budgets to enable programs required to meet the immediate needs of the affected community.
Contribute to the development of country sector strategic direction and plans as directed.
Contribute to effective and efficient integrated multi-sectoral programming.

Project Cycle Management

Plan the various stages of project implementation including workplan, staffing, cash projection, procurement plan, etc.
In cooperation with colleagues from relevant department, manage project finances, logistics and materials.
Liaise pro-actively and effectively with all internal and external counterparts of the project.
Regularly assess the activities undertaken and ensure efficient use of resources and timely progress.
Assure appropriate and timely spending of grants to achieve program goals.
Draft narrative reports as assigned.
Maintain regular communication with the relevant hierarchy on project progress and planning.

Staff Supervision & Development

Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform their duties.
Organise and, if requested, lead project coordination meetings.
If/as required identify staff performance issues and work with the supervisor to document and address these in accordance with the relevant policies.
In cooperation with the relevant Security Focal Point, monitor the local security situation and inform the Country Director or Field Site Manager of developments through regular oral feedback.

Other

Identify Best Practices and Lessons Learned, and share with Global WASH team.

Job Requirements:

REQUIREMENTS

Professional degree in engineering, hydrology, public health or relevant technical WASH specialization; Masters level education preferred.
At least 3 years professional experience in design and implementation of water, sanitation and hygiene projects in development contexts, including WASH in health facilities and outbreak preparedness and/or response.
Prior experience working in emergency settings or insecure environments; IDP/refugee camp experience preferred.
Strong program/technical and budget management, planning, reporting, monitoring and evaluation skills.
Strong written and oral communication skills, pro-active and effective in representation and liaison.
Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
Experienced in the use of participatory and community mobilization approaches.
Fluency in English required. Arabic is an advantage.
Solid Computer skills: MS Word, Excel; GIS preferred

WORK ENVIRONMENT

The WASH Specialist will be based in Maban, Upper Nile State, South Sudan. Living conditions are rural and basic and work includes extensive time walking throughout a refugee camp. Strict adherence to security guidelines is required. This position is non-accompanied.
