JOB SUMMARY
This is a national staff position based in Istanbul, Turkey. This position is open to all Turkish nationals and foreign nationals with Turkish work and residency permits who fulfill job description requirements. The Finance Officer works directly under the supervision of the Country Director and/or relevant program manager and provides day-to-day financial and administrative leadership and support to local implementing partners on one or more programs/grants, including tracking subcontract agreements, processing transactions, reporting, financial analysis and adherence to donor regulations and International Medical Corps’ policies and procedures.

ESSENTIAL RESPONSIBILITIES
1. Accounting and Finance Support to Grant/Contracts
• Extensive experience with developing programmatic pipelines outlining projected expenditure
• Carry out day-to-day accounting operations and financial support in accordance with donor/client and International Medical Corps internal policies and procedures
• Ensure required preapprovals are secured in advance of incurring an expense
• Prepare procurement requests and ensure all approvals are secured and coordinate with logistics department the delivery of services and goods
• Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments
• Prepare ad hoc logistics and financial reporting to aid in tracking and reconciliation of transactions
• Maintain accurate financial transactions and grant/contract records
• Assist program staff and finance department in meeting donor/client and internal reporting requirements
• Prepare timely and accurate financial reports for submission to donor on or before the deadlines

2. Assist Finance Department in other finance related tasks, as needed including:
• Research on financial compliance topics
• Accounting for overhead procurements transactions
• Maintenance of accurate financial transactions records

Working Relationships
• Reports directly to Country Director and/or Program Manager. Further, must maintain open communication channels with IMC and implementing partner program Staff, and HQ Finance to ensure finance activities and objectives are communicated clearly.
• Work with implementing partner program and logistics staff to ensure the coordination of programs are within budgeted targets
• Interface with service providers on service delivery, invoicing and processing of payments

Job Requirements:

REQUIREMENTS
• A university degree in Accounting or Business Administration
• Minimum of 5 years experience in a non-profit organization, including extensive experience in the administrative and financial management in country humanitarian programs
• Extensive experience with managing subcontracts and working with computerized accounting systems, preferably ACCPAC
• Experience working as part of a multi-cultural and interactive team
• Ability to carry out responsibilities independently with minimal technical support from within the organization
• Knowledge of UN, EU and US-based donor financial regulations
• Experience managing procurement and logistical procedures and policies
• Proven leadership qualities required
• Strong negotiation, interpersonal and organization skills
• Ability to function effectively in a loosely structured work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements

LANGUAGES
• Fluency in English with the ability to read, write, analyze and interpret, technical and non-technical text and/or documents
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ
• Fluency in Turkish, highly desired.

3. Conditions:
• This is a national staff position.
• While performing duties of the job, the employee will be required to frequently visit project sites located across several Anatolian cities.
