International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

PROGRAM BACKGROUND
The influx of refugees into South Sudan since the start of 2012 rose dramatically as conflict and hunger in Sudan’s Blue Nile State drive record numbers across the border into South Sudan. The highest numbers have been recorded in Upper Nile State; latest UNHCR estimates indicate more than 110,000 refugees are in Maban County alone, residing in four refugee camps. International Medical Corps is providing primary health care, nutrition and WASH services in the Gendrassa Camp, which will host approximately 20,000 refugees by the end of 2012. IMC’s operations in Maban are funded by UNHCR, ECHO, the Common Humanitarian Fund (CHF) and OFDA.
JOB SUMMARY
Overall responsibility for the multiple health, nutrition and WASH programs implemented in Maban, including grant management, staff management and overall coordination with partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Leadership
- Lead, manage and coordinate International Medical Corps’ programs in Maban
- Coordinate closely with the Country Director and national Department Heads in Juba
Staff Management / HR
- Establish systems for maintaining an overview of all staff activity in pursuit of ERT aims
- Co-ordinate prioritizing of requests for ERT staff in consultation with other involved functions
- Maintain HR management tools incl. organizational charts, job descriptions, performance evaluations, disciplinary processes as per International Medical Corps policies
- Line manage staff, including regular performance management and appraisals in coordination with Operations Desks
- Ensure effective teamwork among staff
Representation
Influence (inter)national health and other policy and practice by:
- Represent International Medical Corps to Local & National Authorities, international donors, UN Agencies, international and national NGOs.
- Develop good working relationships with other humanitarian/emergency actors such as INGOs, UN agencies and Donors.
Administration
- Ensure that appropriate logistic, administrative and financial structures and procedures appropriate for emergency response are established and / or maintained in accordance with IMC guidelines.
Security
- Responsible for the security of all international and national staff at site.
- Ensure that appropriate security guidelines and procedures are established, maintained / updated regularly and adhered to by the response team.
Finance
- Oversee budget preparation, setting the parameters and the process
- Monitor monthly budget pipelines and manage spending to remain on target.
- Establish and/or maintain the International Medical Corps field accounting systems
- Oversee the completion and return to LA/Split of field accounts within the agreed deadlines.
Other
- Carry out any other responsibilities as requested by the Director of Emergency Response and or his designee
Minimum of three years in a senior management position in an INGO environment, preferably in insecure environments;
- Experience of general management, including finance, human resources and planning;
- Emergency response experience – ideally in health/nutrition/WASH sectors;
- Excellent communication skills and the ability to represent IMC to a broad range of people and organizations;
- Knowledge, practical understanding of and ability to work within both relief and development NGO contexts;
- A strong experience and understanding of security management and insecure environments;
- A degree-level qualification in a relevant discipline; master’s level preferred;
- Knowledge and experience of the health sector in developing countries;
- Team working, flexibility and relationship building skills, ability to develop positive working relations across functions and cultures, quite often at a distance;
- Problem solving skills in day to day and crisis situations;
- Resilience and stress management skills for self and team;
- Identify and analyze opportunities that contribute to strategic aims, translate them into practical plans and implement them;
- Good written and spoken English;
- Experience of donor liaison, securing donor funds, reporting and managing large budgets;
- Masters level qualification in a relevant discipline preferred.
LANGUAGES
• Ability to speak Arabic preferred.
