Job Description:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training, relief and development programs in underserved communities worldwide. International Medical Corps established office in South Sudan in 1994. The Republic of South Sudan (ROSS) is the newest nation in Africa. It gained independence from Sudan on July 9, 2011, after decades of civil war between northern and southern Sudan. ROSS is a vast country with a diverse population of approximately 8,260,490 million people and divided into ten states.

Upper Nile is a state in South Sudan that has experienced an influx of refugees and/returnees from Sudan since the start of 2012 due to renewed conflict in Sudan. The refugee/returnee crisis has created a challenging context for the host community in gaining access to the available resources, services (Health and Nutrition) and livelihoods opportunities. The needs of the affected local population are many and are amplified by ongoing refugee influx in the area. The humanitarian response to the refugee crisis has been strong in the provision of basic services (Health, Nutrition, WASH etc.), given the challenging conditions. International Medical Corps implements a community based management of acute malnutrition (CMAM) project targeting refugees in Gendressa camp in Maban County. Within the project implementation, International Medical Corps noted significant unmet nutritional needs affecting vulnerable groups, i.e. children under years and pregnant and lactating women (PLW) within the host community. Presently, International Medical is rolling out a community-based preventive nutrition using care group (CG) approach with a component of early childhood development (ECD) care services in the host community.

B. SUMMARY OF RESPONSIBILITIES
The Early Childhood Development (ECD) Consultant will focus on setting up the early childhood development initiatives within International Medical Corps’ nutrition program by mapping out and establishing or strengthening existing structures and networks within families and communities in Maban County.

C. SPECIFIC RESPONSIBILITIES:
•Support with start-up of ECD program as well as provide monitoring and technical backstopping at the onset of the project.
•Develop/adapt ECD training and education materials and tools according to South Sudan guidelines and integrate within International Medical Corps’ care group initiatives.
•Initiate context specific activities to promote ECD and roll out basic ECD principles and theories among International Medical Corps’ nutrition project targets.
•Provide technical oversight to International Medical Corps’ ECD initiative in Maban County, including design and implementation, monitoring and evaluation and reporting.
•Establish and maintain monitoring system to track International Medical Corps’ progress on ECD.
•Ensure synergy between International Medical Corps’ nutrition and ECD projects.
•Conduct trainings to build International Medical Corps and national capacity on ECD in South Sudan.
•Perform other duties as assigned within the ECD job scope.

Job Requirements:

QUALIFICATIONS
•Advanced degree preferably in a related field such as social work, Child Development, Psychology etc. Extensive practical experience in early childhood development initiatives may replace the requirement of an advance degree in this field.
•Must have previous experience (3+ years) managing an ECD program at field level, preferably in a relief setting.
•Excellent communication skills with an ability to collaborate effectively with a wide range of stakeholders at national and International levels.
•Experience in working in chronic underdeveloped settings.
•Possess proven analytical, problem solving and interpersonal skills.
•Ability to relate to and motivate national staff effectively.
•Ability to work in hardship conditions and in conflict-prone areas.
•Excellent oral and written communication; good computer skills, strong writing skills (in English); spoken Arabic will be an asset.
•Flexible, and have the ability to cope with stressful situations and frustrations.

While performing the duties of this job, the employee is regularly required to stand; use hands to handle or feel objects, tools, or controls and talk or hear. The employee will frequently be required to walk, sit and reach with hands and arms.

WORK ENVIRONMENT:
The work environment in the field site office involves everyday risks or discomforts requiring normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated.

The work environment in the field involves high risks with exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions e.g. under threat of physical attack or mob conditions, or similar situations in which conditions cannot be controlled.
