JOB DESCRIPTION

IFES South Sudan seeks Constitutional Review Committee Facilitators with legal background and full proficiency in operating office computerized equipment. The objective of this position is to support South Sudan’s National Constitutional Review Commission Review Committees in performing its responsibilities with highest quality.

The Facilitator will assist the Review Committee to conduct legal research and/or frame legal issues to refer for research assistance to the legal team of NCRC Secretariat, constitutional experts, and/or organizations supporting the NCRC. The Facilitator will maintain up-to-date knowledge of the Transitional Constitution of the Republic of South Sudan and the Draft Text for the Permanent Constitution in order to assist the Review Committee to identify and track interrelated provisions.

In addition, the Facilitator will record the Review Committee work using ICT equipment, including a laptop and projector, and Microsoft applications. The records should be developed to provide detailed information on the discussions behind the decisions/recommendations of the Review Committee for presentation to NCRC Plenary and archive purposes.

The Facilitator will work in close collaboration with the NCRC Secretariat, other organizations supporting NCRC. It is also expected from the Facilitator to transfer skills to the NCRC Secretariat through the delivery of short training sessions as well as mentoring on how to present and summarize written content, manage relevant IT equipment and moderate meetings.

TASKS AND RESPONSIBILITIES

In coordination with Secretary General NCRC and supervision and guidance of the respective organizations, the facilitator is expected to undertake the following tasks:

•Work directly with the assigned Review Committee members to record meetings decisions/recommendations;
•Assist the Head of the Review Committee to moderate discussions between Review Committee members;
•Compile minutes of the Review Committee meetings;
•Present Transitional Constitution text for discussion and/or summary purposes;
•Assist the Review Committees during public and stakeholder consultation meetings;
•Revert to the others Review Committees for any legal implications from decisions/recommendations of one Review Committee;
•Conduct on-the-spot legal research for the Review Committee and refer larger legal issues to the legal team of NCRC Secretariat, constitutional experts, and/or organizations supporting the NCRC for research assistance;
•Maintain comprehensive knowledge and understanding of the substantive resources available to support the work of the Review Committees, including e.g., submissions from stakeholders and the public; legal research papers; copies of world constitutions; and analyses, reports, handbooks, and guides on constitution-making and comparative constitutional experiences;
•Mentor national NCRC Secretariat staff to transfer facilitator skills;
•Coordinate and brief the Facilitators of the other Review Committees on the work of the Facilitator’s own Committee;
•Assist in the report drafting of the Review Committee; and
•Coordinate work and activities with NCRC Secretariat, including supporting the Secretariat to file and archive Review Committee records.

Job Requirements:

Qualifications:
•University degree in law. Other related field such as public administration or social sciences may be considered, depending upon experience.
•At least four (4) years of work experience in comparable positions.
•Strong legal research and analysis skills, particularly in relationship to constitutions/constitution al law.
•Experience and knowledge in legal, parliamentarian or constitutional drafting exercises preferable.
•Experience in constitution-making or constitutional review processes will be of considerable advantage.
•Advanced knowledge and experience in IT equipment to facilitate and record meetings work.
•Experience in Africa. South Sudan knowledge desired.
•Prior experience with international organizations and/or international NGOs is an asset.
•Fluency in English (written and oral).
•Knowledge of Arabic will be an advantage, but not required.
•Strong communication and diplomacy skills.
•Ability to work with sensitive information and maintain confidentiality when necessary.
•Ability to work under extreme pressure and strict time constraints.
