SUMMARY OF RESPONSIBILITIES:
The M+E Officer Officer will responsible for ensuring Monitoring and Evaluation systems for all programs in Maban County are in place and maintained. In addition, they will be responsible for internal and external reporting of IMC activities, including donor reports.
SPECIFIC RESPONSIBILITIES:
1. Maintenance of IMC-SS health information systems
• Ensure proper data collection and management processes are in place and followed. On a daily basis, collecting and reviewing appropriate health, EPI, referrals and nutrition tally sheets from appropriate staff and updating the Emergency Response Information System.
• Using information reported in the ERIS, provide weekly statistical analysis and updates to relevant IMS-SS and HQ staff, and partners such as UNHCR and ACTED.
• On a monthly basis, update the internal IMC-SS HIS.
• Identify one national staff (Clinical Officer-level) to be trained on the ERIS, and HMIS in general.
• Assisting in training staff to understand and be confident in using a monitoring system
• Use IMC data to update the AJS, Measles and Meningitis line list, UNHCR HIS and MOH IDSR on a weekly basis (twice per week for AJS).
• Compiling a lessons learnt and assessment of the Maban response (3 month, 6 month)
2. Continue and further develop implementation of the accountability mechanism currently used in the camp and host community
• Conduct gender sensitive focus group discussions to enhance community understanding of IMC
• Manage expectations of IMC programs in Gendrassa Camp and the Host Community and gather community feedback and health practices
• Work with health, hygiene and nutrition community promoter supervisors to build capacity of outreach workers. This includes trainings on the mandate of IMC, services we provide, locations we work, gathering feedback and complaints, and referral to accountability focal point.
3. Working with the Team Leader and Medical Coordinator ensure a holistic view of the program is in place and assist and liaise with her where necessary.
• Take primary responsibility for drafting all internal and external reports related to all Maban-based projects
• Provide input on proposals, including technical writing as necessary
• Develop and review all proposal indicators, ensuring appropriate tracking mechanisms and data collection tools are in place.
• Provide responses to ad-hoc data requests for Gendrassa Task Force, health partner and other relevant meetings.
• Provide general quality oversight of ERT programs, ensuring minimum standards are achieved in health, nutrition and WASH activities.
• Develop and implement a monitoring tool to measure effectiveness of community outreach activities.
QUALIFICATION REQUIREMENTS:
• Advanced degree in public health or related discipline
• High competency with Microsoft Excel, other statistical package experience (SPSS, etc.) useful by not required
• Experience analyzing health, nutrition and WASH related data and synthesizing information for a wide variety of partners internal and external.
• Excellent report writing skills
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand; use hands to handle or feel objects, tools, or controls and talk or hear. The employee will be frequently required to walk, occasionally required to sit and reach with hands and arms.
WORK ENVIRONMENT:
The work environment in the field site office involves everyday risks or discomforts requiring normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated.
The work environment in the field involves high risks with exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions e.g. under threat of physical attack or mob conditions, or similar situations in which conditions cannot be controlled
