PROGRAM BACKGROUND
This position will respond to critical needs in two Pacific Island nations - the Federated States of Micronesia (FSM) and the Republic of Marshall Islands (RMI). The Disaster Preparedness for Effective Response (PREPARE) program will achieve the following objectives: 1) emergency response and contingency planning, 2) pre-positioning and setting up of rapid emergency response mechanisms, and 3) increasing the capacity of host governments in disaster preparedness before disasters strike, emergency response when disasters strike, and recovery and reconstruction in the post-disaster period.

JOB SUMMARY
The Chief of Party will ensure that activity objectives are effectively met. The Chief of Party will apply their expertise and experience in overall agreement management, operations and coordination; relations with USAID; design, organization and implementation of exercises; any related training; design and development of planning tools and instruments; and the organization and coordination of appropriate technical assistance.

ESSENTIAL RESPONSIBILITIES
• Lead a multi-year, multi-country disaster risk reduction project that prepares FSM & RMI in disaster management, preparation of contingency plans, disaster simulation exercises, working with host governments and humanitarian organizations, training and mentoring of disaster responders
• Set monthly, quarterly, annual and project duration strategy
• Ensure that the strategic directions, project benchmarks, accountability and internal control standards are established and exercised
• Ensures that the results oriented directions, targets, deliverables and standards of care are communicated and agreed with the senior leadership, the project team and in consultation with the United States Agency of International Development (USAID), other partners and stakeholders
• Ensure that project elements are conceptualized and the team members and consultants understand their roles and responsibilities and are properly trained to implement the project tasks in compliance with all the project requirements of USAID and International Medical Corps
• Ensure that technical deliverables and monitoring and evaluations plan are designed, agreed, and match the project requirements and ensure that all the project information and benchmarks are achieved in a most transparent way and properly reported
• Ensure that the project team and consultants are properly trained, roles and responsibilities are properly assigned and the team is able to implement the project agreed deliverables
• Provide sound day to day leadership in recruitment, training, programmatic and fiscal operations, performance evaluation of the project and staff
• Conduct monthly deliverables and project practices review
• Ensure that contract, finance and grants administration functions are in full compliance with provisions of the agreement with the USAID
• Ensure that the project financial projections, expenditures and internal audit functions are in full compliance with the contract provision of the USAID and International Medical Corps;
• Ensure that fiscal and program documentation processes flow
• Ensure full coordination and collaboration is established with the USAID will establish a Program Coordination Group (PCG), the Host Government Ministry of Health, World Health Organization, etc. Lessons learned and approaches are communicated, captured and reported
• Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

Job Requirements:

QUALIFICATIONS

• Master’s Degree in management, public administration, international development, economics, engineering or related fields
• At least 10 years of demonstrated experience in disaster management, preparation of contingency plans, disaster simulation exercises, working with host governments and humanitarian organizations, training and mentoring of disaster responders
• Experience with international emergency disaster relief, and management of training events desirable
• At least three (3) years experience as CoP or Director for a DRR project with similar scale and complexity
• Demonstrated ability to work with multiple partners on collaborative projects
• Demonstrated ability to create and maintain effective working relations with senior government personnel, NGO partners, host country governments, multinational corporations, donors, international and U.S. government organizations
• Experience in working in the Pacific Islands

LANGUAGES

• Ability to communicate effectively in English is required; native language skills a plus.

CONDITIONS

• Chief of Party will be based in Pohnpei and expected to travel frequently to remote and isolated locations with limited access to health care and services.
