Our Client is a Middle East based oil and gas company providing marine and engineering solutions.
They are currently seeking a Cost Control Manager. The position is based in Abu Dhabi and is permanent on an open ended contract.
The Cost Control Manager (CCM) is responsible for providing direction, oversight and control of the Cost Control function. The role is accountable for the output of the Cost Control function across all parts of the company.
The CCM provides commercial leadership and direction within a multi project discipline, sharing responsibility with the Project Managers for the contractual and financial delivery of the project in accordance with the project execution and financial plan.
Working as the key commercial interface between the internal Business Units, functions (finance, procurement, engineering, estimation, planning, QHSE & production), client and the management team on all project commercial and contractual matters.
Managing a team of 10, you will provide functional management for Cost Control.
You will generate monthly cost reports and analyse concerning cost overruns / variations etc.
You will prepare variations / claims and maintain a variation register.
You will review and analyse commercial issues and contractual terms and conditions and disputes.
You will be responsible for customer invoicing in close association with Accounts Department.
You will carry out the preparation of cost budgets for all project activities and will also prepare project cash flow forecasts. You will manage the allocation of resources within the Cost Control function across projects as required to best deliver to business needs.
You will develop and maintain best practices within the Cost Control function. guidelines/work methods to ensure consistency and compliance across all projects with respect to Cost Control.
You will manage and establish a strategy for: Recruitment and Cost Control team structure; Personnel development and succession planning and training and mentoring.
You will be engaged as a project resource where required for the best interests of and as directed.
You will develop, monitor and update monthly an annual budget for the Cost Control function.
You will accurately manage the project cost status and reporting and advising on variances, risks and corrective actions affecting the overall project estimate to complete.
You will support the bid handover and booking process and ensure that the necessary commercial information is understood and disseminated to the extended project team.
You will establish and maintain the project variation control system and managing negotiations in line with contract requirements.
You will provide support and direction to site staff on all commercial matters.
You will manage the invoicing process ensuring that the project maintains the best possible cash flow.
You will advise Project Managers of all claim events that should flow up to other parties involved in the project for possible variation orders for additional costs and or schedule impacts.
You will assist the contracts function by supporting the formulation and negotiation of project contractual claims and counter claims.
You will verify that all subcontractors' payments (progress/milestone) are properly certified and documented.
You will identify and report project wise risks and opportunity for cost and time saving.
You will be an accomplished Cost Control specialist with significant experience of the oil and gas industry and have experience of managing a team of Cost Specialists and / or Quantity Surveyors.
Your experience should include experience of project cost control and reporting with exposure to project accounting, risk analysis and management, contracts/commercial and documentation administration.
Your career experience should be supported by a Degree in Engineering or ICWA qualification or equivalent.
You should have a working knowledge of JDE, ERP packages, systems integration, data processing and analysis.
You should have experience in onshore and offshore upstream and downstream projects and competent enough to understand various cost components of a project.
You will have the ability to perform techno-commercial evaluations of a wide variety of oil and gas related projects.
You will be competent enough to develop project cost structure and cost account codes and to quantify various sub contracts works i.e. Painting, Insulation, Fire proofing, Scaffolding, Structural & Piping works etc.
You should have sound knowledge on Project Finance, Project Cost Control, Variation Claims, Contracts, Sub Contract Management, Budget and Business Plan, Procedures, Taxes, Insurance and Guarantees.
You should possess excellent interpersonal skills, have a hands on operating style and able to motivate and manage a team of professionals.
You should possess excellent communication skills in English and ideally one other language, be able to adapt to rapid changes in a positive manner and able to work to tight deadlines.
Superb inter-personal skills and instant credibility are essential as you will be inter-facing with a number of people from different backgrounds, nationalities and religions.
You will be resourceful with a flexible outlook, have the ability to multi-task in order to handle competing priorities and be able to fit in to an international dynamic and multi-cultural environment.
Finally you should possess a Drivers Licence.
