APCFSS - Chief Technology Officer

Centre for Financial Systems and Services (APCFSS), Vijayawada, a Section 8 Company of the Government of Andhra Pradesh, is a key technical arm of the Government and manages the Comprehensive Financial Management System (CFMS), a SAP-HANA based platform covering the financial transactions of all the departments and corporations of the Government of A.P. Besides managing the CFMS, APCFSS designs, develops, deploys and maintains mission critical e-Governance Applications and provides Advisory/Consulting Services to various departments and agencies of the GoAP. APCFSS operates in a complex, multi-stakeholder and fast paced environment and its technology-driven-services portfolio has been envisaged to make a critical contribution to the Governance and Public Service Delivery space in A.P. In this regard, APCFSS seeks to hire the services of a Technology-for-Governance Champion, to serve as the Chief Technology Officer (CTO). The CTO shall have the single point accountability for making APCFSS services, technologically state-of-the-art, to achieve the goal of improved delivery of public services and streamlined and real-time monitoring of governance goals. With a view to achieving client delight on all the e/m-Governance services in APCFSS portfolio, the CTO shall : a) Spearhead the Systems Architecture formulation for various e/m-Governance projects undertaken by APCFSS. b) Liase with various departments and oversee the work of the ERP solution for Treasury Operations, Human Capital Management and Works Management in SAP-HANA or open technologies (like Java, Cloud and Machine Learning, IOT etc) and support e-governance projects like web and mobile application services to ensure the departmental requirements are catered to in cost effective and timely manner, in ensuring optimal public financial management / Educational Management / Welfare Management etc. c) Devise and execute standardized systems for streamlined SDLC and Operations Management for e/m-Governance services of APCFSS d) Anchor the setting up of COEs in APCFSS around the concepts like Cloud based services/IOT/Machine Learning and other state-of-the art and emerging technological tools/paradigms e) Devise and execute systems in APCFSS for acquiring CMMI, ISO and other national and international certifications. f) Develop performance metrics and enable real-time analytics across projects g) Incorporate the best practices in the in-house IT infrastructure management in APCFSS h) Spearhead the IT/ITES procurement for and on behalf of APCFSS, duly ensuring compliance with standard public procurement rules i) Devise and execute systems for knowledge management and documentation across various e/m-Governance projects j) Devise and execute systems for data integrity and security across the projects of APCFSS k) Ensure the services provided by APCFSS are in compliance with IT Act, 2000, The Aadhaar (Targeted Delivery of Financial and other Subsidies, benefits and services) Act, 2016 and all relevant legislations/rules issued by the GoI/GoAP from time to time. l) Partner/Vendor Management m) Recruitment of personnel for/connected to e/m-Governance services of APCFSS n) Spearhead the automation and digitization of internal processes of APCFSS o) Represent APCFSS in meetings, workshops, conferences and Any other tasks, as assigned Required Candidate profile : 1. Result-oriented leader, with demonstrated technology leadership experience in Enterprise wide solutions and large IT complex projects and operations. Knowledge of and experience in SAP and/or other ERP platforms including open technology based enterprise solutions. 2. Comfortable working in a highly complex, multi stakeholder environment to deliver results under challenging timelines. 3. Candidates are expected to possess not only technical skills but also entrepreneurial skills in engaging on issues, working with teams, and managing their own time. Equally important, they should possess personal understanding and skills to effectively engage with the state government administrative system. 4. Candidates should also keep themselves constantly updated about the emerging developments in Technology sector and ideas within their areas of ERP / Software Development cycle. Experience in Government, Government owned entities like NISG, NIC and CGG etc., or international developmental in Fintech / EdTech etc is an advantage. 5. An excellent communicator with advanced proficiency in English. Ability to understand and converse in Telugu will be distinct advantage Qualification : 1. MCA /M.Tech./MBA (Technology Management) or related disciplines from a tier-I/premier institution 2. Post qualification relevant experience in the IT sector (IT Services and/or Product Development) of 15 to 25 years 3. At least 5 to 8 years experience in a technology-leadership position for medium to large sized organization in the IT industry APPLICATION PROCESS : 1.
