Overview: The GBN Commercial directorate is focused on supporting the multi-billion pound procurement of Small Modular Reactor Project Partners, including a Delivery Partner, Civils Engineering Partners for Ancillary Works and Balance of Plant, Civils Engineering Design Partners, and other ancillary procurements necessary to deliver an SMR Power Station. Role: Commercial Lead – Delivery Partner Procurement Reporting to: the GBN Deputy Commercial Director / GBN Commercial Director Role Purpose: GBN are looking for an experienced interim Commercial Lead to support the development of the procurement and commercial contracting strategy for the Delivery Partner for its SMR Programme. The Delivery Partner will act as the technical and organisational integrator on behalf of the GBN SMR DevCo Project, providing capability and services to the DevCo SMR Intelligent Client organisation to oversee the delivery of the project. The DP Procurement is for a multi-discipline professional services procurement to deliver services from the date of contract award until post commissioning of the final SMR Module. Support will be required to draft bespoke commercial arrangements to incentivise optimal performance, and procurement strategy to underpin this. The Commercial Lead will sit within GBN’s Commercial Directorate and report the Head of Commercial for the Delivery Partner Procurement. The ideal candidate will be self – motivated and have experienced in supporting commercial activity to large scale infrastructure programmes. Team working and collaboration will be key to delivering this role. Knowledge Skills and Experience: Experience in supporting the development and delivery of procurement and commercial strategy in major civil and engineering projects and programmes. Experience / familiarity in developing cost and incentive models for complex infrastructure projects. Experience and expertise in NEC suite of contracts, including drafting and negotiation Proven understanding of procurement processes, contract law, contract performance measurement, risk management, change management and financial management principles IT proficiency with common office software packages as well as commercial systems Experience of working in a challenging, fast paced environment, managing competing priorities and delivering to tight deadlines. Experience of working within Public Sector Procurements (PCR and Procurement Act) is essential Ability to influence senior stakeholders and suppliers in a complex commercial environment. Stakeholder management skills are essential. In the near term, we will need support in the following areas: Overseeing the development of a bottom up cost estimate which reflects the anticipated spend for the a contract of the long term duration and value. Support the development of an Outline Business Case for the procurement to support GBN and HMG Assurance and Approvals. Support the preparation and management of the Formal Market Engagement for the procurement – including co-ordinating with the GBN Communications Team. Support the production of Procurement Documents. Overseeing and managing the e-sourcing system for the competition. CIPS/IACCM/RICS qualification is desirable but not essential Highly developed commercial skills and ability to make sound decisions on high financial value matters. IT proficiency with common office software is essential.
