Organizational Setting The Infrastructure Services (CSLI) within the Logistics Division (CSL) is responsible for the maintenance of the headquarters premises and for providing services to FAO employees. CSLI also assists FAO Decentralized Offices in facilities maintenance, technical projects, infrastructure activities and technically innovative systems to reduce their carbon footprint. CSLI also coordinates the special safety projects funded by the Government of Italy, which involves upgrading the headquarters buildings to the current safety norms. In addition, it drives the implementation of Corporate Environmental Responsibility Strategy within headquarters and Decentralized Offices. The post is located in the Corporate Logistics and Operational Support Team of the Infrastructure Services (CSLI) in FAO headquarters, Rome, Italy. Reporting Lines The Facilities Management Officer reports to a Senior Facilities Management Officer. Technical Focus Support the maintenance activities of headquarters and all upgrade and building alteration projects related to facilities management. Specifically, he/she will focus on all technical installations of the headquarters premises, including HV and LV power, lighting, photovoltaic, security, lift and fire detection systems, while also providing technical support to Decentralized Offices. He/she will develop projects within the Corporate Environmental Responsibility Strategy and streamline operations by adopting an Integrated Workplace Management System (IWMS). Key Results Supports programmes/projects for the administration of physical operations and contributes to the safety of the Organization's staff and premises. Key Functions Supports the maintenance of FAO headquarters facilities, including both civil and technical infrastructure, carried out by CSLI staff and external contractors. Assists in planning and implementing major maintenance works to be carried out either by FAO staff and contractors or by the Italian authorities, who are the owners of the FAO headquarters premises. Contributes to the design and cost estimation of infrastructural projects aimed at maintaining and improving the efficiency of FAO facilities and monitors the execution of the works. Contributes to certifying the quality and quantity of all construction works and materials related to maintenance or new construction projects under the team's responsibility, using efficient tracking tools. Prepares technical specifications and tender documents for construction works, maintenance activities, and other related services planned for the premises. Monitors contractors' performance and the progress of works using modern and complex project management tools. Assists the Senior Facilities Management Officer in preparing the payment schedule for construction projects, including high-value and complex projects. Conducts research and develops innovative proposals for adopting new construction materials and technologies in FAO projects. Contributes to implementation plans with FAO staff and/or contractors to achieve value engineering and cost savings. Supports initiatives under the Organization's Corporate Environmental Responsibility programme to reduce emissions, increase efficiency and integrates sustainability into the Organization's daily operations. Performs other related duties as required. Specific Functions Supervises all technical contracts for electrical installations, HVAC systems, security systems and antennas, while ensuring that safety procedures are followed. Assists the Senior Facilities Management Officer in overseeing the routine and extraordinary maintenance activities of existing electrical and special systems, including power, lighting, substations, emergency generators, UPS units, CCTV, fire detection and public address systems within FAO premises. Supervises and provides guidance to other maintenance staff, including three internal electrical technicians and several external contractor technicians. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Advanced university degree in electrical engineering. Three years of relevant experience in facilities management, or in designing, planning and implementing electrical projects in large buildings. Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish). Extent and relevance of experience in supporting facilities management-related activities, maintenance and construction for very large office premises, particularly in Italy. Extent and relevance of experience in corporate environmental responsibility. Extent and relevance of experience in developing energy assessments for buildings. Extent and relevance of experience in facilities management or planning technical installations for very large buildings. Knowledge of procurement processes for outsourced facilities management services. Extent and relevance of experience in implementing projects for technical installations, such as complex medium-voltage electrical systems, security systems, solar hybrid systems and workplace safety. Extent and relevance of experience with traditional and modern HVAC and plumbing systems in large office buildings. Ability and experience in supervising technical teams. Knowledge of design programmes such as Revit and BIM. Knowledge of UN system rules, policies and regulations related to the procurement of outsourced facilities management services is considered an asset. Working knowledge (proficiency - level C) of Italian is considered a strong asset.
