What you will be working on: This incumbent will partner with ActiveSG Operational Line Divisions and Units, translating business needs and the operating environment to provide effective contract management and optimize contracting strategies from a Life Cycle Total Cost of Ownership (TCO) perspective. Role and Responsibilities Support early engagement of all stakeholders (Legal and Ops Users) to ensure clearly defined contract priorities and performance targets. Support contract negotiation and writing to establish contracts. Support and recommend formal contract review processes to enable continual improvement and optimization of contract performance. Assist in identifying and establishing data and analytics to support effective data-driven contract and vendor performance management. Engage periodically with Contract Owners & Users to identify potential issues and ensure compliance with contract terms and structure. Implement strategies to support more effective contract management. Participate in task forces to specify contract deliverables, performance monitoring, and governance processes. Assist Managers in identifying opportunities for establishing Framework and Period Contracts through demand aggregation. Participate in cross-team sharing. Assist in aligning SportSG standard operating procedures to meet statutory requirements. Assist in procurement of relevant goods and services, including maintenance and procurement contracts for life-saving equipment, digital water sampling analysis equipment, and cleaning regimes. Track and monitor existing program codes and verify instructor certifications under NROC and NREP. Support project management responsibilities such as reviewing rates, analyzing bids, making award recommendations, and ensuring contract accuracy and adequacy. Assist in achieving optimized outcomes and efficiencies in DUS management scope. Assist in rezoning DUS facilities for management and resource efficiency. Support review of contract clauses such as penalties, liquidated damages, and non-performance issues. Provide surveillance over maintenance operations. Maintain contractual records and documentation of all correspondence, changes, and reports. Keep the Schedule of Rates (SOR) for maintenance service contracts current and updated. What we are looking for: We seek self-motivated individuals who value integrity, teamwork, and pride themselves on excellent stakeholder service and community engagement. Candidates should be active sports advocates, living an active lifestyle. Qualifications and Skills: GCE 'A' Level Certificate or Diploma. Basic knowledge of Financial Accounting is advantageous. Minimum 3 years of relevant experience in contract review and management. Good understanding of Government procurement policies and GeBIZ system. Strong work ethics, self-driven, and quick learner. Excellent communication and interpersonal skills. Experience managing stakeholders, collaboration, and influence skills. Proficiency in Microsoft Excel, PowerPoint, GeBIZ, and data analytics software such as Tableau. The level of offer will depend on experience and track record.
