Pre-Construction Proejct Manager Location: United Kingdom (Hybrid, with offices in NE England) Start Date: ASAP / May 2025 Rate: £(Apply online only) per day (Outside IR35) Contract Length: 6 Months (with potential extension) Keywords: Pre-construction, High Voltage, HV Substation, 132kV, 275kV, 400kV, National Grid, DNO, Civil Engineering, Electrical Infrastructure, Project Planning, Optioneering, Pricing, Tendering, Health & Safety, UtilitiesRole Overview Turner Lovell is recruiting an experienced Pre-Construction Project Manager for an international engineering company, delivering renewable energy infrastructure projects across the UK and Europe. This role focuses on the pre-construction planning of new-build projects (such as substations at 132kV, 275kV, and 400kV, BESS, 50mw, 35mw, solar projects). The role includes technical design reviews, optioneering, procurement strategy, pricing, stakeholder engagement, and readiness for construction handover. Key Responsibilities Lead the pre-construction phase as a standalone project, ensuring alignment of scope, programme, and commercial outcomes Manage optioneering studies, feasibility assessments, and technical reviews to support cost-effective and buildable solutions Produce and oversee cost plans, tender pricing, and early procurement strategies Coordinate inputs from design, engineering, commercial, HSEQ, and planning teams to develop a fully integrated delivery plan Interface with clients (DNOs, TSOs), statutory bodies, and landowners to secure approvals, permits, and consents Ensure regulatory, legal, and contractual obligations (e.g. wayleaves, grid connections) are met ahead of construction Integrate Health & Safety principles into pre-construction planning and ensure readiness documentation is complete Manage risks, track progress, and deliver structured updates to internal stakeholders and external clients Facilitate the handover to construction delivery teams with full pre-start documentation and resource plans in placeRequirements Degree in Civil Engineering, Electrical Engineering, or a related technical field Minimum 3 years of experience in pre-construction or early-stage project management within HV infrastructure or utilities Proven experience delivering new-build substations at 132kV and above (TSO or DNO) Strong understanding of optioneering, technical evaluation, and commercial pricing models Skilled in client-facing communication, stakeholder coordination, and regulatory engagement Familiar with UK electrical grid standards, legal consents, and pre-construction compliance Project management certification (APM, PRINCE2, or equivalent) is an advantage Willing to travel to sites and offices as project demands requireThe role is suited to an individual looking for their next major project.
