ABOUT THE COMPANY Torq is an independent logistics and midstream company with seven multi-product rail terminals and storage facilities in Western Canada. Along with our trucking operations, we offer seamless first and last mile transportation solutions for commodities and energy-based products. Torq, through it's subsidiary Torq Transloading, will operate the new Buffalo Rail & Infrastructure facility, currently under construction in Taylor, British Columbia. JOB DESCRIPTION Transload & Rail Facility Manager Torq Transloading is seeking a versatile Transload & Rail Facility Manager to lead operations at a new frac sand transloading facility in Taylor, BC, currently under construction and scheduled to begin operations in Q4 2025. This is a rare opportunity to help build a site from the ground up; playing a pivotal role in preparing the facility for day-one readiness, while assembling and leading a high-performing operational team. The successful candidate will join and lead a small multidisciplinary leadership team with shared responsibility for the core operational areas: rail yard management, transload facility operations, and maintenance and asset management . In addition to overall site leadership, this role will hold direct responsibility for rail yard operations. Reporting to the Director of Operations & Asset Management , the Transload & Rail Facility Manager will be accountable for ensuring safe, efficient, customer focused facility performance. This includes oversight of legal and regulatory compliance, permitting and licensing, health, safety, and environment (“HSE”) performance, and financial and operational outcomes . The Transload & Rail Facility Manager will be accountable for facility performance against annual goals and objectives, will be responsible for helping develop key customer and stakeholder relationships, and will be in charge of fostering a safety-first, team-oriented culture that supports both immediate execution and long-term growth. This role demands strong leadership, exceptional communication, and collaborative problem-solving skills. The ideal candidate will bring significant experience managing industrial operations (rail infrastructure), demonstrate a commitment to continuous improvement, possess the ability to proactively identify and address risks, and can create and deliver facility business plans. Perhaps most importantly, this role is responsible for cultivating a safety-first, performance focused, team-oriented site culture. Success in this position requires a deep understanding of industry best practices and the ability to translate prior experience into practical solutions for a fast-paced operational environment. KEY RESPONSIBILITIES Schedule/Positional Details: This role is based at the facility, in Taylor, British Columbia. This position will primarily operate on a Monday to Friday schedule during standard operational hours; however, due to the dynamic nature of transloading and rail yard operations, the schedule of this position will be subject to change to meet the operational needs of the business. The successful candidate must be prepared to adjust their availability in response to operational demands, which includes but is not limited to, availability for unplanned travel or after-hours engagement in urgent or emergency scenarios, to provide shift coverage, and/or for last-minute changes typical of this industry. RAIL YARD OPERATIONS & OPERATIONS MANAGEMENT To help build a high performance facility team and business: Work with facility supervisors and senior leadership to develop final facility resourcing plans To lead all facility personnel in meeting site specific targets in a safe, efficient manner: Foster a proactive, collaborative, and high-performance work culture; focusing on the continued development and cross training of site staff Directly supervise/oversee all rail yard activities to ensure safe, efficient, operations and meet facility offload performance targets Oversee site performance, ensuring site performance targets are achieved, drive continuous improvement, and troubleshoot operational challenges. Develop business plans and budgets to successfully achieve facility operational targets. Implementing operational cadences including daily planning, weekly reviews, and monthly performance meetings Develop and deliver monthly business reporting to Senior Leadership Contribute to the development of mid-range strategic plans and operational budgets Ensuring equipment and facility maintenance plans are appropriate for achieving site performance, and are being followed (i.e., making sure personnel are completing daily, weekly and monthly site and equipment inspections etc.). Drive continuous improvement of site maintenance programs. Promote operational transparency, employee engagement and facility pride through clear communication, target setting and site communication plans Ensure facility training and competency programs are implemented and requirements are being met Ensure that site operating, maintenance, safety and regulatory procedures and processes are developed and implemented. Build and maintain strong relationships with railroads, frac sand suppliers, and pumpers/trucking providers Monitor customer service delivery and resolve stakeholder issues effectively Develop and execute recovery plans when performance targets are not met Proactively identify and mitigate risks to business performance Support the development and implementation of business continuity and emergency response plans for the facility QUALIFICATIONS & EXPERIENCE INDUSTRIAL & RAIL OPERATIONS (Required) 10–15 years of progressive leadership experience in industrial environments Prior transload facility management experience (direct oversight of rail yard operations, managing facilities with full accountability for operations and performance) Operational business experience building and managing against business plans and budgets and familiarity with facility balance sheets Familiarity with regulatory compliance (Transport Canada and provincial regulations, Railway Safety (operations and maintenance systems), occupational health and safety requirements etc.) , and stakeholder engagement Prior experience as a Rail Conductor or Locomotive Engineer In-depth knowledge of safe rail operating practices and terminal logistics Track inspection training and track maintenance knowledge EDUCATION & CERTIFICATIONS (Required) High School Diploma (secondary education in Business, Engineering, or Logistics is a strong asset Valid Class 5 Driver’s License Certified Conductor or Locomotive Engineer (required) Industrial railway track inspection training Must be eligible for e-RailSafe certification CORE COMPETENCIES/ SKILLS (Required) Strong leadership and mentorship skills with the ability to work independently as well as effectively in a collaborative team environment (building and maintaining high-functioning teams, conflict management/resolution etc.) Skilled at assessing site operational performance and developing/implementing strategic improvement plans to achieve organizational goals with awareness of industry trends and best practices Excellent interpersonal/relationship management skills and the ability to partner with cross functional teams (maintaining awareness of internal and external company needs) Excellent written and verbal communication skills geared towards multiple learning styles/personality types Proactive/growth mindset (self-motivated and results oriented with a focus on upholding continuous improvement ideology for safety, performance and process optimization) Able to work under pressure in a fast paced, multi-tasking environment with strong problem-solving and leadership skills (decisive and accountable under pressure) Strong organizational, time management, coordination, and risk identification and mitigation skills Strong Microsoft Office skills (well versed in Word, Excel, Outlook, Teams) Proficiency in operational software ( Logistics software, Maintenance Management software, Financial management software, EHS software systems) WAGE AND FINAL ROLE & RESPONSIBILITIES WILL BE DETERMINED BASED ON EXPERIENCE AND QUALIFICATIONS Please reply with your updated resume and a cover letter that includes the following information: 1.
