Job Title: Government Partnerships Consultant – Social Protection Type of Contract: International Consultancy Division: Global Partner Countries – Thematic Team Duty Station (City, Country): Rome HQ, Italy – may involve travel Duration: 5 months – with possibility of extension BACKGROUND AND PURPOSE OF THE ASSIGNMENT ABOUT WFP The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The Global Partner Countries Division (GPC) supports efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, created in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolios through strategic fundraising for development activities, requiring a specialized approach beyond humanitarian fundraising. ORGANIZATIONAL CONTEXT WFP seeks to fill the position of Government Partnerships Officer for Social Protection, based at Headquarters in Rome, Italy. JOB PURPOSE WFP relies on voluntary contributions to fund its projects. Building relationships with public sector fundraising partners is crucial for supporting projects that impact millions globally. Fundraising for the thematic agenda from development partners is increasing, necessitating a targeted, cross-departmental strategy, especially in social protection financing. KEY RESPONSIBILITIES Lead the implementation of a government donor engagement work plan on social protection, to identify and strengthen partnerships supporting WFP’s strategic goals, including organizing thematic discussions, events, and publications. Position WFP with partners on its value proposition in social protection, develop tailored donor engagement materials, and support organizational coherence in partner engagement. Guide units, Regional Bureaux, and Country Offices on partnership strategies, proposal writing, and best practices; update programming portfolios and funding needs. Maintain up-to-date donor intelligence on social protection and promote key information system use. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are met. Manage the social protection partnerships portfolio through partner profiling, data analysis, and outreach planning to expand collaboration opportunities. Support high-level corporate dialogue, highlight strategic opportunities, and advise senior management on partnership development. Assist in designing partnership proposals, negotiate agreements/MOUs, and ensure partner visibility and compliance. Support WFP’s positioning in countries with a presence, based on socio-political insights, and advise on donor engagement strategies. Perform other duties as required. QUALIFICATIONS AND EXPERIENCE Education: Advanced degree in International Development, Economics, International Relations, Social Protection, or related field. Experience: At least eight years in partnership roles, with expertise in social protection policy, financing, programming, and multi-stakeholder engagement. KNOWLEDGE AND SKILLS Experience in developing partnerships, advocacy, and positioning events. Proven ability to build long-term relationships and expand engagement across sectors and regions. Resource mobilization, negotiation, and strategic planning skills. Data-driven decision-making and external messaging expertise. Innovative approach to system improvements and partner intelligence platforms. Languages Fluency in English (Level C). Knowledge of Spanish, French, or Arabic is a strong asset.
